I think it will be good for Hon. Kaluma to bring that amendment and remove that particular bit so that it is not every Tom, Dick and Harry who walks in and tries to claim what is not rightfully theirs. Some years back, as we were growing up, we used to see some small libraries in towns, but when you went to the rural areas, you would not find those facilities. They have been left without anywhere to turn to read, and so, they are forced to visit funny sites on the internet to watch what is not necessary for them. If the Kenya National Library Service is well funded from our budget, I believe we can easily partner with them at the constituency level to develop the libraries, so that they can be useful to our people.
