3 Dec 2013 in National Assembly:
I wish to move the following Procedural Motion:- THAT, pursuant to the provisions of Standing Order No.33 (1), this House Orders that the sitting time of today’s sitting be extended until conclusion of business appearing under Order No.11. We have quite a bit of business to deal with and considering that we are supposed to end this session by the end of this week, I am asking my colleagues to accept that we can do business today until we complete what is on the Order Paper. The reason being that, when you look at Order No.10, which is Committee of ...

21 Nov 2013 in National Assembly:
Hon. Speaker, I also want to add my voice in congratulating the team that has put this Bill together but I have issues that I need to raise. Under Clause 8(f), one of the functions of the KWS will be to develop mechanisms for benefit sharing with communities living in wildlife areas. I am assuming that, that is what they have all along been doing, which is part of their corporate social responsibility, which includes employment of youth coming from those particular areas. Hon. Speaker, I just want to talk about Tsavo West and Tsavo East national parks. Taita-Taveta is ...

habit and go to where human beings live. Even when you have harvested your maize, they come to your home and harvest it as you try to dry it. It is not easy to explain how much suffering our communities have been through. Even in terms of community social responsibility, as they collect funds from the parks and make money, the KWS must be told in so many words that they have to make sure that most of the money they collect must go towards the welfare of the communities living with the wild animals. On Clause 31(2), on the ...

We cannot afford to work twice. This House, during this 11th Parliament has been mandated to make sure that we are able to pass laws which are going to suit our citizens. Hon. Speaker, Sir, if we are going home ...

20 Nov 2013 in National Assembly:
Ahsante Bw. Spika.

20 Nov 2013 in National Assembly:
zi wapi.

17 Oct 2013 in National Assembly:
Thank you very much hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this very important Bill which once it becomes law can sort out the mess that we have in this country. More often than not in a polygamous arrangement the first wife has always been the one who has suffered. We have had destitute families. The first wife is the one who would come in when the husband has nothing. They work together. She makes him comfortable. He makes some money and they acquire some property. They suffer together, but once he has arrived he ...

19 Jun 2013 in National Assembly:
Thank you very much, hon. Temporary Deputy Speaker. I want to join others in congratulating hon. Dukicha for coming up with this Motion which highlights the problems that the ASAL areas are facing, more so where the education of the girl-child is concerned. Close to 80 per cent of the land mass of this country is semi- arid. In fact, we have areas that are arid, and which are so near Nairobi, but which most people do not even know. For example, if you visit the larger Limuru area, or a place called Ndeiya, you will be surprised that it ...

8 May 2013 in National Assembly:
Asante sana, Mhe. Spika.
