  • 17 Oct 2018 in National Assembly: Hon. Deputy Speaker, I want to thank you for this opportunity to speak on matters of the youth. The issues of the youth in this country need to be looked at from a different perspective. While I support this Motion, I still feel very strongly that we do not have a holistic approach to youth unemployment in this country. Sometimes I think our economists in this country have not taken time to study the problem. The youth can be divided into a few categories. One, we have youths who are supposed to be in school and are not in school. ... view
  • 17 Oct 2018 in National Assembly: They leave school even at Standard Eight to start looking for work. Therefore, they add to the percentage of unemployed. There are youth in this country who should not be looking for employment but pursuing education. Therefore, we will remove a huge chunk to ensure that Government plans to improve the transition rate from high school to university and from primary school to high school are implemented. That way, we will reduce the number of youths who become delinquent in this country. Creating a youth fund is a very political way of trying to solve the youth problem. Developed countries, ... view
  • 17 Oct 2018 in National Assembly: I am winding up. The fishing industry in this country, especially at the Coast, can put over 100,000 youth in employment in a year. But if we are looking for shortcuts and political solutions to the youth problem, then we will end up talking about the same thing year in, year out. I think the Government needs to have a marshal plan for youth employment and job creation. I thank you, Hon. Deputy Speaker. view

  • 16 Oct 2018 in National Assembly: to another sub-county and yet, they are the core of my constituency. Recently, I read in the newspapers that they have a new sub-county within my constituency that derives boundaries from my constituency and another constituency where even the Member of Parliament is not involved in the process. I read in newspapers that Kauma Sub-county has been created. I say congratulations to the sub-tribe but why would it be done without consultations? One of the fundamental pillars of the Constitution is public participation where everybody is involved and leaders are involved in such key decisions. If we continue that way, ... view
  • 20 Sep 2018 in National Assembly: Thank you, Hon. Speaker. At the outset, I want to say that I oppose this Report. I consider the cuts and estimates that the Chairman has talked about of 16 per cent very superfluous. If you reduce the Government’s Recurrent Expenditure by 16 per cent but you continue to hold the items that spend that percentage, then you are still burdening the Government. view
  • 20 Sep 2018 in National Assembly: If you look at economics, it is very clear that if you have a building that costs you a certain amount of money to put up, you also need a consequential 25 per cent to run it. We have very many cars that guzzle a lot of petrol in this country, which are owned by the Government. We still have a lot of facilities in the Government. When the President was the Minister of the National Treasury, he once said that we dispose of Government assets to save money first and also embrace some austerity measures. The austerity measures that ... view
  • 20 Sep 2018 in National Assembly: There is a financing gap. It is being seen that if we cut Parliament’s budget, then we can take care of Kenyans. That is the wrong message being sent out. We are saying that there are better austerity measures that the Budget and Appropriations Committee can take to ensure that we have enough money. What we have is a very easy thing. They spent the night and cut budgets of various Government Ministries and departments, the NG-CDF and Parliament. The economists in this country can save this country from the huge Government that we have. It is one of the ... view
