I want to stop there and ask other Members to approve this Supplementary Budget because money has already been spent anyway. Thank you.

Thank you, Hon. Deputy Speaker. I want to take this opportunity to second this Bill. I totally agree with the presentation done by our able Chairman. We have done a very good job as the Budget and Appropriations Committee. We also want to express our sincere gratitude to the various departmental committees for the work that we have been doing together. Let us continue to engage because we do not want to have an issue like the other day when Members were calling us a rogue committee, which we are not. Thank you, hon. Temporary Deputy Chairman. I support this amendment. I want to remind hon. Members that the roles of the Auditor-General are very clear which are to audit the accounts of the national and county governments. So, where does the policy come in? This is because we are not dealing with a policy. The Auditor-General only deals with the accounts of expenditure of the national Government or the ...

This is because we have worked very hard on this document, particularly the Budget and Appropriations Committee and we do not see any reason for amendment. We have listened to experts on this issue. So, for them to bring this amendment, it is going to confuse the whole thing. I oppose.

Thank you, hon. Speaker. I also want to support the Committee Report and say that the Constitution is very clear when it comes to the two levels of Government; the national and the county government. Therefore, when you look at clause 10 as said by the Chairperson, the contention here is the representation of one person nominated by the CoG. I do not know why the Senate did not see that when they were trying to form the county development board, the governors totally refused and rushed to The electronic version of the Official Hansard Report is for information purposesonly. ...

the courts saying they did not want anyone to play the role of oversight on issues to do with development. Therefore, I do not see why we should have a person represented by the county government. We should be very careful not to confuse the functions of the national Government and those of the county government. I support and thank you, hon. Speaker.

Thank you, hon. Temporary Deputy Chairman. I have something different. I do not know how you are doing it today, but we are not giving the Chair time to explain the amendments. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.
