Hon. Temporary Deputy Speaker, confusion normally occurs when accidents occur, both in courts and even between lawyers and clients. So, I think this Bill will bring order. I also want to join the rest of my colleagues by just saying that motorcycles cause more accidents than vehicles in this country. So, we must include that. I think when we bring amendments, we will also include motorcycles that are not captured in this Bill. I also want to say that this country has come a long way and we must amend laws that are going to help our people.

Not one minute because two of my minutes were taken away. Let me say that I think this time round the Kenya Wildlife Service (KWS) has been strengthened. It was actually inherited from the colonialists. The way they have been treating the communities around the national parks has not been good and I think this particular Bill will address that.

Hon. Temporary Deputy Speaker, I am also very impressed with the compensation scheme that the Committee is suggesting even though the Kshs3 million that the Committee has suggested will be rejected by our communities that live around the parks. We will actually suggest Kshs5 million as compensation but then we will do that at that particular time.

Hon. Temporary Deputy Speaker, I also like the fact that we will now have a wildlife research and training institute. When you think about it, nobody in this country knows how many wildlife we have. This research institute will help us have scientific information and data on wildlife resources that will be critical for informed decision making for managers and other stakeholders.

I would also like to say that when you look at the Cabinet Secretary for Environment, Water and Mineral Resources, she has been given powers so that we can have what is called a wildlife conservation management plan which will be used in these wildlife management areas. Let me finish then. Let me say that on changing land tenure and land use in wildlife rangelands, I think this Bill will help communities that are around the national parks to manage their land because most of the land has now been divided and people have title deeds. So, the only way that we can manage our wildlife is to encourage these communities to also provide the land that they have for management of wildlife.
