  • 19 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I also stand to oppose the amendment that has been brought by hon. Midiwo. The reason is that we are having so many members in those committees such that it will be un-manageable. So, we should remain with the one we have. If we need to include a person with inability, let us appoint from the number that we already have. Thank you. view
  • 13 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, may I take this opportunity from the outset to convey my condolences to the Member of Parliament for Nyakach for the heinous act perpetrated upon his parents. As a country, I think we are heading to a wrong direction. This Member of Parliament, two weeks ago, told us here that his life was in danger, but nobody listened to him. I do not know who else will listen to us. Hon. Temporary Deputy Speaker, having worked as Provincial Administrator before, if I heard a Member of Parliament from that area right, he said that all the ... view
  • 12 Nov 2013 in National Assembly: Thank you, hon. Deputy Speaker. I also requested a Statement from the Chairperson of Administration and National Security on the issue of gazettement of the new constituencies as created by the new Constitution. It is now over two months and the Chairman of that Committee has not said anything. I would like to hear from the Chairman when these new constituencies are going to be gazetted. view
  • 23 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to support this Motion. In this country, we have two weather extreme conditions, namely, floods and droughts. The reason as to why my colleague brought this Motion is to try and look for ways of dealing with the problem of floods. Floods have become a problem in this country. During the rainy season, we lose a lot of our properties. Many of our bridges and roads are washed away by floods. I happen to visit some European countries. In those countries, research is carried out to map out the ... view
  • 23 Oct 2013 in National Assembly: When it rains in Narok West, it is a problem. Most of the homesteads are washed away. It costs the Government a lot of money to repair bridges. It takes people years to reinstate the properties that are lost. In fact, in Maasai Mara Game Reserve, where tourists flock to watch the spectacular wild beast migration most of the time, when there is no water, a big number of wild animals die. If we can save water during the rainy season, we can save our wild animals as well as our livestock, which also die during the dry season. Therefore, ... view
  • 3 Oct 2013 in National Assembly: Hon. Deputy Speaker, pursuant to Standing Order No.44(2) (c) I wish to request for a Statement from the Chairperson of the Departmental Committee on Administration and National Security regarding the gazettement of the 80 new constituencies as districts created under the new Constitution. The national Government continues to use the old district headquarters for purposes of planning for Government departments and agencies thus greatly disadvantaging the newly created units. In the Statement, the Chairperson should inquire into and report on the following: (i) when the Ministry of Interior and Co-ordination of National Government plans to gazette the new constituencies as ... view
  • 2 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. My names are Patrick Keturet ole Ntutu. I know it is a little bit hard to pronounce the second name. Let me begin by supporting this Motion, which is very important and has come at the right time. I want to thank my good friend, hon. James Bett, for bringing the Motion. In this country, the only commodity whose price has never gone up is milk. Honestly, when you look at all the other commodities in this country, their prices have been going up except the price of milk. ... view
  • 2 Oct 2013 in National Assembly: will help farmers to get the market for their produce. The Government can buy milk from our farmers. That will contribute to stabilizing price levels. Hon. Temporary Deputy Speaker, I think what my good friend hon. Bett can do is to bring a Bill that can address the issue of prices of that commodity. Just urging the Government is not enough. Many Motions have come before this august House, But at the end of it all, we continue saying “urging the Government”. Which Government is this that is not going to do what we do in this House? We should ... view
  • 18 Sep 2013 in National Assembly: Thank you, hon. Speaker. I also rise to support the Motion simply because I think it is time for us to realise, as a country, that we must strengthen our financial institutions. One of the things that our colleagues mentioned is that this Bill will promote savings. In Kenya, we are ranked very poorly in terms of savings, the reason being that we do not trust our financial institutions. So, this Bill will bring order to our financial institutions. In order to encourage investors to invest in our country, we need to make sure that we insure our institutions, so ... view
