Mr. Temporary Deputy Speaker, Sir, the Minister has cited the relevant Sessional Paper and the Constitution to be able to set up the criteria to be used in proposing schools for elevation to national status. However, what fairness is there when you are not taking schools from every county, and more specifically from ASAL

Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to this Motion. At the outset, I want to say that I support this Motion.

Before I make my contribution, I just want to react to proposals made by Prof. Kamar to the extent that we want to increase the age from 60 to 65 years. I beg to differ and I am opposed to that proposal. First, there are areas in this country that due to high poverty levels, it is even impossible to get people at the age of 65 because they have all died. By the time they get 65 years old, they are already too weak, emaciated and may not even enjoy the benefit of this Fund. So, I just want ...

Madam Temporary Deputy Speaker, I also want to revisit what has been cited by other speakers about the Cash Transfer Fund to the Elderly Programme. In fact, in areas that are covered by this Fund, the program is rarely popular because the elderly know that at the end of the month, they will get something small to sustain themselves. Mr. Speaker, Sir, I beg to ask the Minister for Livestock Development the following Question by Private Notice. (a) Which disease has killed the hundreds of cattle in Engilai Central in Wamba Division of Samburu East District between March and early May 2011 and how many head of cattle have died so far? (b) What measures is the Minister taking to forestall further deaths of cattle from the disease?

Mr. Speaker, Sir, the Assistant Minister has said that he is not aware of the outbreak of the disease. My Question is quite specific. I wanted to know which disease killed hundreds of cattle in that location. I am also specific by saying that the animals died between March and early May. I got the information from both the Councillor and the livestock keepers. I would like to ask the Assistant Minister why he cannot dispatch his officers to go to Engilai Central, meet with livestock keepers and ascertain whether or not, the animals have died? It is as simple ...

Mr. Speaker, Sir, now that the Assistant Minister has assured the House that he will dispatch veterinary officers to that area, I would like to request him to send an alert to the residents so that, by the time the officers pay the visit, they will find the residents there. I have no further questions.

Mr. Temporary Deputy Speaker, Sir, in line with the question of privatization, how long does it take the Government to privatize these parastatals that are making losses and are depending on the Government for survival? What duration do you give them before they get privatized?
