Mr. Temporary Deputy Speaker, Sir, we appreciate the support that the Government gives to schools in Arid and Semi-Arid Lands (ASALs) through low-cost boarding schools. But my concern is that for quite a long period, the allocation given to the low-cost boarding schools has been constant despite the increase in enrolment of students to those schools? They are very congested.

I just want to seek your indulgence because going through the list of the proposed low-cost boarding schools, you realize that some deserving schools have been omitted and in other cases, you find that the number of students admitted is lower than the number of students in those schools. It should be recalled that those of us who come from cattle rustling prone areas, the only way that we shall be able to eradicate this vice is to ensure that children go to school and get education. Mr. Temporary Deputy Speaker, Sir, I also wish to support the Motion. However, I have one concern. We know of cases where patients are referred to referral hospitals from upcountry like the KNH and other referral hospitals and in the event that a patient dies in the referral hospital, it becomes a very big burden to his family. The family has to meet the transport cost and even the mortuary fees. I am certain that this Motion is going to address this concern and reduce the burden on the families. With those remarks, I support.

Mr. Speaker, Sir, even though the Assistant Minister is reading a different answer from what he has given me, I will still be able to ask some supplementary questions. I want to thank him for that answer. It is true, just like he has said, that the manufacturing sector in Kenya is largely concentrated in urban and peri- urban areas. The ASAL districts have few options for alternative sources of livelihood due to the difficult environmental conditions.
