Mr. Temporary Deputy Speaker, Sir, mine is a clarification. The Minister has said that Kshs1 billion was set aside for physical infrastructural development in schools. Could he tell us how many schools have been affected as a result of this loss? What arrangements has he put in place to ensure that school programmes are not affected as a result of this loss?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. I just want to talk on one main issue, namely, drought, which I believe really affects other sectors. I know that Kenya as a country has experienced drought, but it is more severe in the ASAL areas. I wish the Deputy Prime Minister and Minister for Finance and by extension the Cabinet Ministers listen to us when we talk about the effects of drought, mostly in the ASAL areas. Mr. Temporary Deputy Speaker, Sir, given that there are many health facilities that are due for upgrading, as a result of the creation of new districts, could the Ministry come up with guidelines giving the requirements, so that the communities and the stakeholders can go by them? We are told that unless we have these facilities, the health facility cannot be upgraded.

Mr. Deputy Speaker, Sir, if the purpose of recruiting teachers on contract as per the Economic Stimulus Programme (ESP) was to create employment and provide income to the unemployed, why is the Government, through the TSC, not ready to either renew their contracts or absorb them on permanent status? Why is it conditional when the purpose was to create employment for the youth?

Nanok that the Government has been concentrating on resettling the IDPs as a result of the 2007 post-election violence, forgetting that there are also people who have been displaced as a result of insecurity. I am aware of people from Samburu East and Samburu West who had farms in Laikipia West, and because of tribal conflicts, many of them have actually been displaced. Mr. Speaker, Sir, in his answer, the Minister said that one of the reasons that caused the delay of paying pensioners on time is lack of submission of documents and other information. When an officer is enlisted in any public service, information is provided including the next of kin. What is the cause of this delay whereas all the information is available in the records? What causes these long delays?
