  • 27 Jul 2016 in National Assembly: My colleagues have said that committees of county assemblies should not have the same powers as the High Court, but I think they should. The only challenge will be if those committees are not qualified. In fact, the danger will be that they will not even know what kind of questions to ask specific applicants. That is why the issue of educational qualification of the representatives of the people is important. Although I believe in equal rights and the fact that people have the right to elect their leaders, they should elect people who will properly articulate the issues of ... view
  • 20 Jul 2016 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also want to support this Petition. In fact, education is a basic human right. More than anything else, for us to uplift the most vulnerable in our societies, education is the gift that we can give them. Whereas, I support the Cabinet Secretary for Education, Research and Technology, I also believe that there is unnecessary and undue interference with educational fields. I think this might have led to escalation of indiscipline in institutions of learning. The other issue is that, I think the National Government Constituencies Development Fund (NGCDF) has actually tried to ... view
  • 28 Jun 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to join my colleagues in supporting the Motion. I believe the EAC is a bloc of nations that can make a great difference in many spheres especially agriculture. I come from a place where we trade in livestock with Tanzanians and I believe this Protocol will not only help us in marketing our livestock from Kenya, but also in enhancing and promoting the health of those animals. We have had problems in the border areas where diseases such as foot and mouth have been transferred from other countries. I believe this Protocol ... view
  • 28 Jun 2016 in National Assembly: Expertise and information sharing is clear. This Protocol ensures that if a disease breaks out in one of the EAC countries, the other countries are alerted, so that the problem is dealt with before it spreads. It is very crucial to note that the EAC economy has always lost as far as agriculture is concerned. We do not see agriculture as a trade and a profession and that is why the youth are not going into it. We must mechanise agriculture to make it profitable and attractive to the youth. This Protocol will ensure that, that is done. If we ... view
  • 15 Jun 2016 in National Assembly: Hon. Speaker, I rise to let the House know what has transpired as a Member of the Committee on Environment and Natural resources. This issue came up. It is a very murky issue. The present investor, a Chinese, took a loan from the Cooperative Bank. He used the money as collateral to get a Kshs2.5 billion loan from the Cooperative Bank. The mall is almost complete, but it is collateral. There is a threat of selling it. As a Committee, we realised that it is a very important asset to Kenyans and the Government. We thought that other than losing ... view
  • 15 Jun 2016 in National Assembly: We should look at this rationally. It will be dangerous for us to put this money in the National Government Constituencies Development Fund and then lose the mall and the people of Kisumu lose the opportunity to own it. This is something we must reason out and not take lightly as some Members would like us to. view
  • 5 May 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would also like to join my colleagues to support this Motion. I would like to identify with the submissions of the Chairperson. Indeed, the issues are not weighty as my colleagues before me have said. But they are very important all the same. There are issues of definition, for example, the “wetland” which is not in the body of the Bill. That is why we rejected the amendment. That is something that is supposed to be addressed at the mediation level. The Senate has done a good job because they have introduced issues like ... view
  • 5 May 2016 in National Assembly: supposed to be done by the CS as already provided by Section 40 of the same Bill. It will be wrong for us to take powers from that Authority to another authority which is not supposed to have it. The other issue is an attempt to monopolise water service providers. The Senate wanted each county to establish a water services provider. That is wrong because it will amount to monopoly. It is something that should be discussed and sorted out. The other issue is the community schemes. We said that they should be defined because benefits, for example, loans and ... view
  • 4 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I would like to support the Committee on this amendment because it is a constitutional power bestowed upon county governments. I support. view
  • 4 May 2016 in National Assembly: I actually agree with Hon. Kamoti to the extent of the intended removal of the words “and for future generations”. This is a safeguard to ensure that land is maintained for future generations to avoid this rampant grabbing and allocation of land without thinking about future generations. It should be retained. Removal is not in good faith. view
