  • 16 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. This issue that has been raised by the Hon. Member for Seme was also raised by the Budget and Appropriations Committee (BAC). We made that observation that there seems to be many departments given authority to manage the issues of water but, again, it is a devolved function. So, it is important that harmonisation is done. This is because there is a lot of water when we have rains like now. We are complaining of floods and the next minute, we will start crying of lack of water in the nation. So, it is ... view
  • 16 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. On this Vote, we have heard that part of this money will go into funding political parties. But you notice that during election time, political parties come into coalition arrangements so that they can win political power. In the last election, the National Super Alliance (NASA) was a coalition of five political parties and out of that, ODM won because they had the majority and ended up qualifying for these funds. I think it is important for the Registrar of Political Parties to look at the coalition arrangements and see whether other parties contributed ... view
  • 16 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I will not digress like some of my colleagues because in the Committee of Supply, we are dealing with issuing money to arms of Government. We are now dealing with Parliament and my comment will be specific. The PSC allows Members of Parliament to have staff in their constituencies. They are allocated money through the Exchequer. After every three months, there is delay in releasing the money. Every constituency is affected because of penalties from the Kenya Revenue Authority (KRA), the National Hospital Insurance Fund (NHIF) and the National Social Security Fund (NSSF). A ... view
  • 16 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, I rise to second. The Leader of the Majority Party has ably enumerated what needs to be done. We are allowing the committees to be put in place so that they can serve the public. Without them, they cannot implement the projects under National Government Constituencies Development Fund. I second. view
  • 11 Jun 2020 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.57 of 2020 to the Cabinet Secretary for Interior and Coordination of National Government. (i) Could the Cabinet Secretary explain why an application regarding correction of the date of birth details on the national identity card by one Anna Mulili Soo of ID No. 31250776, an elderly person from Kaani Location in Kathiani Constituency, was rejected by the Registrar? (ii) Could the Ministry consider facilitating the issuance of a new National ID Card to the applicant considering that she submitted all the requisite application documents to National Registration Bureau as stipulated ... view
  • 9 Jun 2020 in National Assembly: Thank you, Hon. Speaker. The ruling was intelligent and well thought-out. I see the intention to protect every Member of this House, so that they can exercise Article 95 of the Constitution where they have to play oversight role. However, somehow, that will open a pandora’s box. If the intention is for every Member to be in a Committee to offer oversight, then if you belong to a political party and you misbehave – we know that the law allows the Whip to de-whip Members – you can be de-whipped. Therefore, for such MPs, they will not be able to ... view

  • 9 Jun 2020 in National Assembly: First, I support the Report of the Budget and Appropriations Committee. We are dealing with a very unique time. I appreciate that we are making this budget during a time when we have major difficulties, but the country is looking upon us for support. There is serious expectation from the nation for support from this House. The difficulty stems from last year when we had locust invasion. The Coronavirus disease hit our borders early this year. We also had floods in the recent past. Basically, there are serious challenges that we, as a nation, face. However, the citizens of this ... view

  • 9 Jun 2020 in National Assembly: pandemic to help Kenyans who are suffering, like those that allowed for the reduction of the Income Tax from 30 per to 25 per cent and that of the Value Added Tax (VAT) from 16 per to 14 percent, were done in this House. Even the abolition of tax for people who earn less than Kshs24,000 was done in this House. But Kenyans out there think that this House is asleep and that we are doing nothing. Maybe, it is important for Kenyans to know that even if we were to go to war as a nation, this House would ... view
