  • 23 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. This is a genuine amendment because as explained by the Chair of the Committee, it clearly defines the use of the money and ensures that the money is not diverted to other uses. So, it is a good amendment. I support. view
  • 23 Jun 2020 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker for giving me this opportunity. I want to say that I am a proud Kenyan now that my country was elected by the United Nations General Assembly (UNGA) to occupy a seat to represent Africa in the UN Security Council. This is not a small achievement. This is something worth being proud about. I want to congratulate His Excellency the President for making us proud. We know that we got 129 votes against Djibouti’s 62. So, I am proud enough to even wish that this kind of position could be a permanent ... view
  • 18 Jun 2020 in National Assembly: Thank you, Hon. Speaker. It is about this issue of how we are handling Questions and Statements through the Table Office. I request that you advise the Table Office because we sit with them and tell them what our issues are and they sometimes advise us on whether to frame our issues as Questions or Statements. Maybe it is important that they guide us properly. Secondly is the issue on the Member for Mwingi West. He has just got a response now. He was around the Chamber and maybe he was not even informed that his Question or Statement will ... view
  • 18 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. I also rise to support the Finance Bill, 2020. I want to begin by saying that this Finance Bill has been designed and put together at a time when the nation is going through many challenges. I think the CS and the Committee have had to balance between ensuring they raise revenue for the nation to fulfil its obligations, pay salaries, and ensure that development still goes on and, at the same time, deal with the idea of cushioning citizens and businesses during this period of Covid-19 pandemic which ... view
  • 18 Jun 2020 in National Assembly: The other thing is on the Tax Procedures Act amendment that he proposes. I think the idea is to also ensure that those people who have not been paying taxes as expected, over a period of time, are brought into the tax bracket and they pay. In fact, he is talking about five years. The idea is to issue that relief as an incentive that, if one has not been paying taxes, he or she can now pay what he or she owes over the last five years. However, one will not have to pay penalties and there will be ... view
  • 18 Jun 2020 in National Assembly: Tax, the problem is that we are not giving a limit. It is important that we give a lower limit because there are some people, young people like some of our colleagues have said, who have gone into that industry or business as the only option to have some kind of employment. Some of them write papers on behalf of other people and the payments are also meager. It is important that we have a limit, a certain amount of money after which people can start paying. You cannot pay on everything that you get because then, we are not ... view
  • 16 Jun 2020 in National Assembly: I thank you, Hon. Deputy Speaker. I just wanted to point out to the Chair one of the problems faced in the distribution of this food. The food comes to the local community, but there is no money that is given in order to assist in its distribution. So, some people have to probably fund transportation. In the process, there are those loading and offloading. So, a lot of the food is used to pay the loaders and off loaders. That is how the food is reduced. So, there is need to consider how to do that without spending a ... view
  • 16 Jun 2020 in National Assembly: Kathiani, WDM-K): Thank you Hon. Temporary Deputy Chairman. My concern is knowing that agriculture is a devolved function. I would like to ask this department to work closely with the county governments to ensure that we return agriculture to where it was where we had field officers that would advise our farmers. That is one of the reasons that we constantly have crop failure almost every year. In addition, I have heard the sum that you have read and it seems to differ from what I have in my Order Paper that is in the... view

  • 16 Jun 2020 in National Assembly: Thank you, Hon. Chairman. I want to state that the issue of health has created lot of confusion because health is a devolved function. The programmes listed under that Vote are things that are not done at the county level. The governors have to put infrastructure in place during this period to help the nation because only a few counties seem to be prepared for disasters. I want to urge governors to play their role in health. Thank you, Hon. Chairman. view
