The food comes to the local community, but there is no money that is given in order to assist in its distribution. So, some people have to probably fund transportation. The programmes listed under that Vote are things that are not done at the county level. The governors have to put infrastructure in place during this period to help the nation because only a few counties seem to be prepared for disasters.
