In fact, since yesterday they keep going on and off, so we end up having a problem being spotted by the Speaker.   • 29 Mar 2018 in National Assembly: clause 2(c) says that legislation, like we are doing, shall not limit the right or freedom so far as to derogate from its core or essential content. Article 37 clearly says that every person has a right peaceably and unarmed to assemble, demonstrate, picket and to issue petitions to public authorities. For those reasons, I oppose this Motion. I think it is retrogressive. It is totally unconstitutional. It goes against Article 24(2)(c) of the Constitution.   • 29 Mar 2018 in National Assembly: one in the 11th Parliament. Unfortunately, we seem to deliberate on Motions which end up in the archives. Implementation is zero. We hope that once we discuss this one, the relevant committees of the House can take responsibility and ensure that it is implemented. The other issue that I have observed is on the drafting of this Motion. The average youth population in Kenya is indicated to be 35 per cent.   • 29 Mar 2018 in National Assembly: As we deliberate on this or talk about waiving the charges, we may need to consider to ask employers not to seek these requirements from people below a certain age so that it is clear that if you are about 20 to 23 years old, there is no requirement at all, from any employer in this country, to ask you to give them clearance from the HELB and all these other organisations because you have not worked yet.   • 28 Mar 2018 in National Assembly: Thank you, Hon. Speaker. My opinion on this issue touches on our contributions and the time given to Members. I thought it makes a lot of sense to have a few comments from Members so that as we pass it, then we also know we have done our legislative work of at least participating in this process because this was discussed by the House Business Committee. We have not had an opportunity to interrogate it. So, if we are just given 10 minutes or so to make a comment, I think that would be in order. view
