Thank you, hon. Temporary Deputy Speaker, Sir. Pursuant to Standing Order No.44(2)(c), I wish to request for a Statement from the Chairperson, Departmental Committee on Transport, Public Works and Housing regarding the classification of roads in the country. The Fourth Schedule of the Constitution assigns county governments certain functions of roads. I would like the Committee to inquire and report on the following:- the definition of county roads; the criteria used by the Ministry in classifying various roads throughout the country and finally, provide the list of all classified roads in this country to the House.

Mr. Temporary Deputy Speaker, Sir, I stand to support the Motion because most of the business under Order Number 11 had actually almost been concluded. All that was remaining was reporting. Most of the business on the Order Paper deal with agriculture and Kenya is an agricultural country. Since we have an opportunity to complete enacting all the laws relating to agriculture, we should proceed and do so. Surely, two hours will not make any difference. That is why I support.

Thank you, Mr. Speaker, Sir. I wish to thank the Assistant Minister. He has given a detailed answer on the question of the dismissal of Mr. Chemjor. The Assistant Minister has given an excuse that the matter is pending the Court of Appeal. He has also said that the corporation is amenable to an out of court settlement. If both parties could agree and record a consent, is he willing to pay or is he willing to proceed on that aspect?

asked the Attorney-General:- (a) whether he is aware that the new Constitution advocates for the use of Alternative Dispute Resolution in settlement of disputes and if he could clarify whether the accreditation of the mediators and arbitrators is done in the United Kingdom through the Chartered Institute of Arbitrators (Kenya branch); (b) whether he is also aware that the UK Chartered Institute of Arbitrators is frustrating Kenyans who want to be mediators and arbitrators since only less than 500 persons have been approved as members of the United Kingdom Chartered Institute of Arbitrators since 1984;

Mr. Speaker, Sir, allow me to, first, thank the Attorney-General for a very detailed and comprehensive answer which fits the bill. In his part “c” of the answer, he says the UK approves courses and examinations to be taken locally when we have over five or seven universities in this country. Why do we have to get our examinations approved in the UK 50 years after Independence?
