The other issue I am concerned with is the Equalisation Fund that is supposed to be given to marginalised counties. There is a process of identifying them. As we talk, there are eight counties that are considered for the Equalisation Fund. I know counties like Siaya and Kitui are not in that classification. This is something the Commission of Revenue Allocation should look at to ensure that counties that deserve the resources are given. I do not think that it is only North Eastern counties that deserve the Equalisation Fund. Most counties even in Nyanza deserve the Fund.

I want to say that any serious policy on housing must address the question of financing housing. In my view, we need to relook at that legislation so that we can address the question of how we can fund our financial sector. How can we fund our banks with cheap money so that the cheap money can benefit the other sectors of the economy, including our housing? Thank you, Hon. Kenyans die each day in their tens, fifties, hundreds and it is normal as if this country does not have a Government. Thank you so much, Hon. Temporary Deputy Speaker. Let me conclude my submission by saying that the CS in charge of the Ministry of Interior and Coordination of National Government is a man whose hands are full of blood. This is because Kenyans have been dying in their hundreds and this CS is stuck in office. He comments on some situations, takes action on others, but keeps quiet on others. So, we must point him out.
