  • 28 Mar 2018 in National Assembly: As a House, let us note that this is a very important office and we want the person who is going to take up this position to be a person whose appointment should not be seen to have been influenced by political connections. As the Leader of the Majority Party has rightly said, the father to the nominee to this office is a career civil servant. He is a person who has served this country long enough and is well networked even in the high corridors of power. I support his nomination and appointment, but I doubt whether he will ... view
  • 28 Mar 2018 in National Assembly: We are going to approve his appointment to this position, but let us ensure that this office is effective and that it addresses the challenges we have. I support the Motion. view
  • 27 Mar 2018 in National Assembly: Thank you, Hon. Speaker. This Report is very comprehensive. It has touched on all the issues we know. Most Members here have been to KNH. Personally, I have been a patient there and I have had friends from as far as Rwanda and Tanzania come to KNH for treatment. This is a referral hospital which is regarded as so in this region. I went through this Report and I am very happy with some of the recommendations that the Committee has put forward. On the leadership, we know that KNH is a parastatal. In most The electronic version of the ... view
  • 27 Mar 2018 in National Assembly: parastatals in this country, the board members are political appointees. The boards are filled with tribe mates of Cabinet Secretaries. Therefore, when they become incompetent and are unable to discipline or take action on management that causes a crisis. The recommendation that the Board of KNH be changed is quite bold. I want to underline it and say that, indeed, when you look at the composition of that board, you realize that a certain community has many members there. I think that is the reason this issue has attracted a lot of political undertones since it began. When the CS ... view
  • 21 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion as amended. North Eastern is very unique. My knowledge about the police, I talk to a lot of police officers, is such that when junior police officers are in a problem with their bosses, they are normally posted to North Eastern Kenya because it is considered a hostile environment even by the officers themselves. This is a very special region. Most importantly, North Eastern is also the entry point for the dreaded Al Shabaab. When they want to move into Kenya, they go through North Eastern. In my ... view
  • 21 Mar 2018 in National Assembly: I support this Motion. The challenges of the police are everywhere in this country. Right now, as you may be aware, the police are somehow on a go slow. In my constituency, for instance, you will find that the police are not being responsible for the challenges of insecurity. There are certain sections of my constituency where reports have been taken to the police about theft, robbery and many other cases in the constituency, but the police’s response and attention is lacking. One of the ways to address and motivate the police across the country is to ensure that we ... view
  • 15 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for noticing me. I stand to support this very important Bill. This Bill basically underscores the importance of counties and devolution. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 15 Mar 2018 in National Assembly: Hon. Temporary Deputy Speaker, to see the importance of devolution, you only need to look at the Jubilee Government’s Big Four agenda. Out of the four items in the agenda, three of them are to be accomplished through the cooperation of county governments. Most Members have castigated the Public Accounts Committee for failing to approve the subsequent audited accounts to facilitate allocation of more revenues to counties. I disagree with them because the Government does not need to hide behind the law and fail to allocate more resources to counties. The law stipulates that a minimum of 15 per cent ... view
  • 15 Mar 2018 in National Assembly: After my sojourn in this House, I am likely to move to the Senate. Therefore, I would like Members of this House to understand that the Senate’s core mandate is to protect devolution. We should not expect the Senate to pass this Bill without looking at it thoroughly. We know the Senate has some of the most experienced legislators who are also interested in the success of devolution. Let us allow the Senate to go through this Bill properly and give us their advisory opinion whether they are comfortable with resources allocated to counties or not. In my view, castigating ... view
