Thank you, Hon. Speaker. I would like to join and support the Petition by my colleague, Hon. Makau, and to say that the practice of compulsory acquisition of land in Kenya is very common. Most public institutions acquiring land are rarely ready to utilise those pieces of land. I know of a case where the Kenya Police has compulsorily acquired land which was initially owned by the Siaya Farmers Training Institute. Our efforts to get them out of that land have been futile. Thank you, Hon. Deputy Speaker. I rise to support this Motion. Kenya has the highest unemployment rate in East Africa. Currently, it stands at 22 per cent compared to Uganda which is at 4 per cent and Tanzania at 5 per cent. If you look at the population growth rate, again it is lower in Kenya. I support the Motion, but it is not enough to have a database of unemployed youths. As a people and Government, we need to dig further and look at how we can get opportunities. Creating a good conducive environment for private companies to thrive and to create jobs is one of the areas that we need to look at as a Government. The other issue that I want to talk about is to do with some of the requirements for the youths to get job opportunities. A youth is asked to get a CRB clearance certificate. When I was looking for this job, I was asked to bring so many documents. I had some debts which I had not cleared. So, I wondered why I needed to be cleared of these debts before I could become a Member of Parliament. Some of these requirements are unnecessary. Recently, there were a lot of accidents in Kenya and there were concerns that NTSA, which had been charged with the task of ensuring safety on our roads, was not performing. Remember that the President cracked his whip and withdrew NTSA officers from our roads. Thank you, Hon. Speaker for giving me this opportunity. I support this Motion, but with a very heavy heart. We all know the history of this office. We know its engine and architecture and how it has come along over the years. There was a time during the tenure of Mr. Chunga when that office was abused and misused by politicians. So, when this appointment is being made, we must be sure that the person taking over is impeccable, with a track record. He should be a person whose appointment is not laced with political connections.

My concern is that there are people in that office who have served very well. I am not fearful to mention that there is a constituent of mine in that office who has been bypassed in many instances.
