Thank you, Hon. Speaker. On my own behalf, on behalf of my family and on behalf of the people of Alego-Usonga, I convey my heartfelt condolences to the family of the late Hon. Francis Waititu and the people of Juja. We joined Parliament a bit late after the Majority side had joined because we were engaged in resistance. When I joined, I was trying to make friends and I found Hon. Waititu to be very friendly. He used to go for the Catholic mass every Tuesday in the morning. I also used to come very early. So, we could meet ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to speak on this Bill, the Referendum Bill, 2020. I want to start by thanking the Committee for coming up with a very simple Bill, which will end up as the Referendum Law. Referendums happen in many countries. Countries in the West such as France and Australia have done many referendums. Therefore, as a country, we have not done as many referendums as compared to those other countries. Therefore, I think it was important that for us we make a simple law that would allow anybody in this country ...

One of the issues that this Bill is capturing - which I think we need to look at - is the fact that even after the referendum, anybody who is disgruntled with the outcome or the processes of the referendum is given an opportunity to petition the same in our courts. In addition, the petition process has been made very simple. This is because one, the Chief Justice is being asked to appoint a three judge bench. This is very important because it will give the petitioners an assurance that their petition is being listened to by not just one ...

Therefore, the referendum period which has been provided here as 30 days, in my view, is accommodative. Thirdly, the cost of filing a referendum has been made modest such that if you want to file a petition, you only need to pay Kshs1 million. This is fair and will enable many Kenyans, who are disgruntled with the outcome of the referendum or the process, to seek redress in our courts. This Bill is protecting the citizens of this country from what I call presidential fiat. In many countries especially in Africa, we have seen situations where presidents do not want ...

Thank you, Hon. Speaker. On behalf of my family and the people of Alego-Usonga, I join you and my colleagues in sending my condolences to the families of the late MP for Bonchari, Hon. Oroo Oyioka and the late Garissa Senator, Hon. Haji. The late Hon. Oroo Oyioka was a very humble politician. He was not like many of us who are either loud or vocal. When I asked MPs from Kisii, they told me that even though he was very humble here, he was very effective on the ground. This is demonstrated by the number of programmes that he ...

Hon. Speaker, on Hon. Haji, I think he has left indelible marks on the map of this country. This is something that has been confirmed by everybody today. Another thing I would like to say about him is that during his last days as a leader in this country, he was the driver of the BBI programme together with other leaders. If there is anything we will remember him for it is the successful accomplishment and passage of BBI. This will be for the benefit of the people of Kenya. I would like to appeal to MPs in this House ...

Thank you, Hon. Speaker. I rise to ask Question No.16/2021 which is addressed to the Teachers Service Commission (TSC). (i) Could the Commission explain why Mr. Jared Otieno Ogola of TSC No.390385 and former Principal of Kowet Mixed Secondary School was dismissed from service contrary to Section 41(2) of the Employment Act, yet he was ailing during the time he was accused of absconding duty? (ii) Could the Commission consider reinstating the said teacher to service in view of the fact that he applied and received sick leave from the Siaya County Director of Education?
