Mr. Speaker, Sir, we all know that the PEC has had very expensive meetings, overseas visits, expensive cars and has dispensed some very questionable revolving loan funds, which were given on very preferential basis to friends. Could the Assistant Minister tell us how much of those revolving funds were repaid? What sort of assets does the Commission has at the moment?

Mr. Speaker, Sir, the Assistant Minister has said that in 2011/2012, Kshs163 million was allocated to this Commission. About Kshs100 million of that was for development activities. What happened to that Kshs100 million which was meant for development activities? He has clearly said that there were no development activities and the Budget Committee has seen good sense to reduce that to Kshs15.2 million. Could he tell us how the Kshs100 million, which was meant for development activities in 2011/2012, was utilized?

Mr. Speaker, Sir, I had the opportunity of going to Lamu with the Departmental Committee on Local Authorities. We were astounded to see where Lamu Port is meant to be. We were told that the Kenya Ports Authority (KPA) intended to spend Kshs800 million for the headquarters. We were also told that Kshs1 billion was spent on the launch. When we calculate the amount of money that was used to ring-fence the sale of Grand Regency we get Kshs2.8 billion, which is all gone. Has the Ministry of Lands right now ring-fenced at least Kshs100 million of that money, so ...

On a point of order, Mr. Speaker, Sir. We know that Kshs2.8 billion was ring-fenced by the Treasury. The question to the Ministry of Lands is: Has the Ministry of Lands been given any money which is being ring-fenced in respect of compensation to the land owners? All you need to say is whether you have it or not.

Mr. Deputy Speaker, Sir, I thank the Assistant Minister for his answer. However, he has not answered the Question as to why this is in contravention of the transition to Devolved Governments Act of 2012, which was in effect as from 30th March, 2012. I brought this matter to the Minister well in time. Why was it still thought the council property must be sold in contravention of that particular Act?
