  • 13 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, the only issue we have, on a serious note, as my brother, hon. Duale just said, the Somali question is one that cannot go away and it is one that will not go away. We found it marginalized; we found massacres in the name of the Somali question; we have seen what they call the “ Shifta approach” and now we are finding a pseudo-system of trying to suppress that area as if it does not belong to Kenya. We agree that there is a porous border in that region. We make so much noise about ... view
  • 13 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, to hear that there is somebody recruiting an army of mercenaries from this country using parastatal machinery and vehicles is absolutely shocking. It means that Kenya is now becoming a holding ground for mercenaries and Kenya is doing that officially. Not very long ago, there are those tanks that came through and we were not sure where they were going to. It appears the Kenyan Government is either being clandestine on our relationship with our northern borders and our northern partners or it is actually actively involved in destabilizing that area. Hon. Duale also brought out ... view
  • 13 Oct 2010 in National Assembly: We are saying that Muslims, mostly of Somali origin, are less than two or three million. That is a joke. That is why the whole system that we are talking about needs to be reviewed; not only from the foreign affairs point of view, but also as a Government policy. There should be a Government policy of how we are going to act with our neighbours, especially in the north. Like it or not, Somalia is our neighbour. They are our brothers. Their fight will come into our territory and the only thing we can do is to make sure ... view
  • 13 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to stand up today and say that whether we like it or not, the pirates are doing that because they have no option. For the pirates in Somalia, that is an income for them. That is because there is no option. They can lose their lives; they are selling their lives. The Americans and EU countries have realized that when a person has no value for his own life and he is prepared to settle for a small amount of money, there is no answer. So, I think the Kenyan Government, like Mr. Duale ... view
  • 13 Oct 2010 in National Assembly: With those few remarks, I beg to support. view
  • 7 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is of great concern when I hear that the USA Government can seek action from the CBK. This morning, we were discussing the Charterhouse Bank. We understand that the USA Government made some very damaging allegations about the Departmental Committee on Finance, Planning and Trade. If that is the case, and it appears that they have done this before, should they not change the name of the CBK to the Central Bank of Kenya care of USA? This is because this is going on and on. view
  • 6 Oct 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. May I please ask if you would kindly consider reducing the time for Members’ contributions because of the number of people who want to participate? I would ask if you could be kind enough as to reduce the time, so that we can all contribute. view
  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, many of us are financiers and what shocks us is that a budget is made, passed and we go through everything. Thereafter, the role of the Ministry of Finance is merely that of being a cashier; taking, collecting and disbursing the funds. I do not want to belittle them, but that is it. They have a budget and it says that we are receiving so much money and we are paying to so- and-so so much money. The Ministry of Finance also has the overall responsibility of looking at the financial condition of the country, ... view
  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I sit in the Committee on Finance, Planning and Trade and many times we call the Minister for Finance. I am very pleased that the Assistant Minister always comes, but when we call the Permanent Secretary or somebody else and we have budget meetings, they send junior officers who cannot answer our questions. This is the impunity that we are working with. I feel for the Assistant Minister because he has to support what is a very corrupt and disorganized system. view
  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think the Ministry of Finance must stop playing the liquidator. You are no longer playing a liquidator; you are playing a manager’s game. Please, work within that. view
