I think one of the main principles was that we did not want Cabinet Ministers in this committee because they sit in the Cabinet, and as much as they are very capable as Members of Parliament, I feel that their duties as Ministers will suffer or the performance of this Committee will suffer. Mr. Temporary Deputy Speaker, Sir, I have been the chairman of the New Nyanza General Hospital for 11 years and I know those two dialysis machines. As the Minister says, it would cost over Kshs10 million a year to run the machines. What other plans does the Minister have to run those dialysis machines as he knows they are going to cost that much? Mr. Deputy Speaker, Sir, I have been a chairman of a hospital for a long time. I would like to seek a clarification from the Minister. The guidelines and vision he has given are excellent. He is increasing the inflow of the NHIF, yet the efficiency, effectiveness and custody procedures of the NHIF are greatly wanting. What is he going to do to tighten those loopholes and make sure that the extra money that goes towards health-care is actually safeguarded and used for health-care management and not for purchasing useless machines and buildings?
