  • 18 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the Motion. The first thing that I would like to say is that I am still lost why we have two Ministries of Health. There is one for preventive care and public health. That is something that needs to be sorted out. Under Vision 2030, healthcare is the main pillar. I am very pleased that the Minister has been able to ably put forward a Budget which has been fully met. That shows you how much good work and thought has been put into the Budget. There are many things that ... view

  • 11 Aug 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I would like to thank the Minister for the answer. I would like to ask Dr. Otichilo whether he has any personal interest in this matter and to declare it. view
  • 11 Aug 2010 in National Assembly: You know that I declared that I am a Council Member for Maseno. There was another issue on the environment which was brought up. The university assured me that they had done everything in order and yet it came here. We went to check it and everything was in order. view

  • 11 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we, in this country, have committed ourselves to giving opportunities to at least 30 per cent of women. I have been sitting here patiently and watching our male colleagues constantly standing, and you have not given women a chance to contribute to this Bill. Is that in order? view
  • 22 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Could Dr. Khalwale also give the names of the eight others? That is because it seems to me that he is only concentrating on people of Asian origin who have been shot? I am sure other people were shot. view
  • 21 Jul 2010 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister kindly tell us why this Government is not going in the same direction? There is no congruence between the Ministry of Agriculture and the Ministry of Planning, National Development and Vision 2030. On one hand, we are giving the ESP to stimulate growth and on the other hand, we are turning away the maize that is grown under the same ESP. This is one of the few countries I know in the world where we reject our own food and buy from abroad. Could the Assistant Minister tell us what logic there is ... view
  • 21 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. The Assistant Minister has not answered the gist of the question. Is the Ministry of Agriculture in congruence with the planning that is taking place in this country towards the development of this country? It appears that the Ministry is not in congruence because one Ministry is bringing the ESP and the other one is actually turning away the actual benefits gained by that ESP. Could the Assistant Minister, please, say whether or not they are in congruence? If he is not aware, he should, please, tell us so. view
  • 21 Jul 2010 in National Assembly: Mr. Speaker, Sir, the Minister seems to rely very much on completion certificates. Is he also aware that there was a footbridge at Morogoro in my constituency which was never completed? It has been a disaster ever since. I would like to urge him to kindly ask his officers to give a report on that bridge. I am very envious of Imenti because they have a road as well as a foot bridge. We have a simple footbridge that has fallen apart hardly six months after it was done in 2006. view
