  • 15 Apr 2010 in National Assembly: We hope that the Budget Committee and Fiscal Management Act that has brought that forward has in mind, the fact that each Ministry prepares its own strategic plan, that each Ministry has a building block and that its policies and strategies are congruent with the others. That is where the Ministry of Planning, National Development and Vision 2030 comes in. It is a matrix approach. The matrix approach is like building a pyramid. It is a continuing role that the Ministries must play. The Office of the Deputy Prime Minister and Ministry of Finance and Ministry of Planning, National Development ... view
  • 15 Apr 2010 in National Assembly: Mr. Deputy Speaker, Sir, the example I am showing is that one does not need to know the mechanics or how a motor vehicle runs. All one wants to see is whether it can take you from point A to B. That is what I am asking. The Office of the Deputy Prime Minister and Ministry of Finance and the Ministry of Planning, National Development and Vision 2030 should simplify the process so that we can see where it is taking us from process one to two. This will enable the Budget Committee to play an active role, supplement as ... view
  • 14 Apr 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. What the Assistant Minister needs to tell us is that, a feasibility study will be done at such and such a time and that it is in our plan for the 2011/2012. So, could he be very frank? Is there a feasibility study which has been done, planned or is the target of the work plan set in, like normal organizations plan for five years ahead? Is it anywhere within his five year plan for the roads targeted for tarmacking? That is what he needs to answer! view

  • 14 Apr 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support the Motion. Much has been spoken about the historic nature of today and the processes that have taken place to bring us to this place. The Ministry of Finance and this Government over the last number of years, has been taking us as a rubberstamp. As far back as I can remember, a budget policy statement would have been put in the pigeon hole the day before and approval would be sought when hon. Members did not even have time to read it. There were many a time when ... view
  • 14 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in the very simplest of terms, that is one of the roles of the Ministry of Finance. In the past, the Ministry of Finance and that of Planning, National Development was one. The planning process was relegated to the Ministry of Finance – Treasury, which took the lead role. One of the major things that we wish as the Budget Committee and I would like the Budget Committee to be strong on this, is to ensure that the Ministry of Planning and Development and Vision 2030 now becomes an equal and major actor when it ... view
  • 14 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the role of the Ministries is to come up with strategies and strategic plans. There is no doubt about it that we have begun to see the Ministry of Finance as the whole and soul. For example, if a hon. Member wants computers and requests the Ministry of Finance. That is not their job. That is the job of the Ministry of Information and Communications. Have they put it in their Budget? Is it one of their priorities? They are the specialists. When we talk about the IT buses that were brought, it was a ... view
