Of course, the Ministry of Finance must then have what is called a contingency. We all work with the Constituencies Development Fund (CDF); do we not? Do you know what we are told? We have to do this and that and we comply. We work within our CDF limits; if it is the issue of reallocation, we apply for it! Thank you, Mr. Temporary Deputy Speaker, Sir. At the outset, I would like to say that I support this Motion. The Motion proposes a Budget of Kshs27 billion against a Budget of Kshs867 billion. Actually, it is less than three per cent variance and that is very good. A three per cent variance is a small variance. I have seen much more in other places, but still, there are a few things that I need to comment about.

Madam Temporary Deputy Speaker, I rise to support this amendment. This is because the Kenya Anti-Corruption Commission (KACA) needs teeth in order to be effective. We have seen this even in the âCommissionâ that we set up to look into the cemetery case. They were not allowed to take evidence and prosecute. I would like to support this amendment so that the KACA is powerful. Corruption has been there since time immemorial and will be there today.
