  • 8 Sep 2009 in National Assembly: Could the Assistant Minister inform the House why in the circular that has been sent to education offices in constituencies there is Kshs6 million for ICT when it has not yet been approved by this House? Could he tell us why it is in the circular or is it another scam? view
  • 8 Sep 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to mislead the House by saying that the ICT Bus is not part of the Ministry’s programmes when it is clearly in the circular of the Ministry of Education at each level and the constituencies? Is it in order for him to mislead the House? view
  • 2 Sep 2009 in National Assembly: Mr. Speaker, Sir, could the Minister kindly confirm that they are taking action to have a women’s hospital set up in Kisumu? We have proposed the elevation of Migosi Health Centre to a women’s hospital. Could he confirm that, that is happening? view
  • 2 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, I stand to oppose the Motion. I am surprised – perhaps politics is like that – that people have double motives. However, it is time we stood on principles. It is time that even if we are few today, we stood on our principles. The issue is not whether Justice Aaron Ringera is competent or not. We know he is incompetent and there is no question about it! If you want the right person to head the Kenya Anti-Corruption Commission (KACC), then you set a thief to catch a thief. • 2 Sep 2009 in National Assembly: So, let us not fool ourselves that impunity is not here. It is impunity in all senses. Another country in Africa did the same thing. It appears as if we are borrowing the bad practices of other countries and not the good practices. If Justice Aaron Ringera is as good as he is portrayed and the KACC has not done what it was meant to do, then we can only assume that the Attorney-General’s Chambers is not good. However, we cannot start talking about going on recess when Justice Ringera’s case has not been resolved. I am shocked that an ... view
  • 2 Sep 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Minister may not have read the newspaper. That does not mean that it was not said in public. If the Minister was unable to read the newspaper, he should take --- view
  • 2 Sep 2009 in National Assembly: That is public knowledge! view
  • 2 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, it is not meant to be quoted as evidence. But the Minister is saying that the information that the Prime Minister gave was not in public domain. If the Prime Minister gave that information and it was carried in the newspapers, it is in public domain. view
  • 27 Aug 2009 in National Assembly: Mr. Speaker, Sir, I beg to ask the Deputy Prime Minister and Minister for Finance the following Question by Private Notice. (a) Could the Minister state why motor cycle owners, including boda boda operators, are being arrested and detained in Kisumu and Mombasa for not having the new generation number plates? (b) Could the Government provide the plates in time and also grant a grace period within which motorists should comply, to avoid harassment and arrest of the operators? view
