Mr. Speaker, Sir, six months ago, we complained about cattle rustling to the Assistant Minister. First, he said that Kisumu does not have cattle. He then said he was going to make sure that we had an Anti-Stock Theft Unit in Kisumu Town East Constituency. However, we still do not have one. Could the Assistant Minister, please, tell me when we will get that Anti-Stock Theft Unit? He also said that the Luos of Kisumu Town East Constituency do not have cattle. I want him to apologise for that because we have cattle.

On a point of order, Mr. Speaker, Sir. Kisumu Town East Constituency covers a very large rural area. The Assistant knows that and in all rural communities, we have cattle. We border the Nandis on one side and there is cattle rustling in Kisumu Town---

Thank you, Mr. Deputy Speaker, Sir. The disaster management, of course, has been a problem. Is the Assistant Minister aware that the NCC does not have sufficient fire brigades and fire fighting equipment? I also want to know if this issue falls under his docket or that of the Ministry of Local Government.

Mr. Deputy Speaker, Sir, the Assistant Minister has not yet answered the Question. For a person like me, the Regular Police and the Administration Police are thoroughly military. In all countries that I know, all police officers are entitled for treatment at a military hospital. Is the Assistant Minister in order to state that the Regular Police and the APs are not military?

Mr. Speaker, Sir, police officers in Kisumu are working in very unhygienic circumstances and living in very squalid conditions yet there is a beautiful multi-storey building at the Central Police Station which is locked. At Kondele, there are beautiful flats which are also locked. Could the Assistant Minister take them over and immediately hand them over to the police so that they can work in habitable and hygienic conditions? When does he intend to do that?

On a point of order, Mr. Speaker, Sir. The buildings have been ready for over six months. Is the Assistant Minister in order to say that he is waiting for another Ministry to invite them to take over? You are the clients! Why can they not just take them over?
