accountant myself, and I feel convinced that if they do the right audit cycles, they will be able to cover not only 2017/2018, but as my brother says, 2018/2019. The Office of the Auditor-General is our top office in respect of audit and accounts. So, I expect that the draft accounts for the last Financial Year 2018/2019 must already have been done and should be available for audit. They are the top office in this country and they expect other offices to have their accounts ready for timely audit. I feel that they should also now step out and be ...

Hon. Speaker, let me give some advice to the House. The list has already been published of all the youth that have been already hired. So, I do not understand how those lists that have been published will be changed by the DG of the KNBS. I do not think they will change because they have been published.

Thank you, Hon. Temporary Deputy Speaker. First, I want to support and laud the President for the Speech that he gave the other day. This is the third time I have heard the Speech and every time, we are pleasantly surprised. This time, the President made it very clear that he is committed to the fight against corruption. In 2015, we were one of the countries in the world where over seven cabinet secretaries and a number of other very senior Government officers were asked to step aside and they did. When we go to conferences sometimes - and I ...

but somewhere Mr. President, you have to act. Let us be severe. Let one or two people – for the benefit of many – suffer. Kenya is surviving by the grace of God. Come with a sword and cut off the corrupt. Let us start acting. I would not mind seeing one or two of them being hanged or executed at Uhuru Gardens just to be sure that the message gets through to them. Thank you.

Thank you, Hon. Temporary Deputy Speaker. Firstly, I want to recognise that this is history. Since the 10th Parliament, this is the first report which the Special Funds Accounts Committee has brought and presented to this House. Previously, the reports were taken to the Public Accounts Committee (PAC) and they were never seen and sometimes they were seen quickly and the full effect was not felt. I want to recognise this Committee, which I am part of. However, I know my colleagues and I sat for long hours preparing this Report. Never, in the history of this Parliament, has such ...

Previously, the Auditor-General would come up and make some statements. Some of those statements were very vague and suddenly the Press would come up with huge headlines. Now we are looking at those things. We have gone to the extent of having a look at the actual facts. We have been able to see if the Auditor-General’s remarks are fair and are based on facts.

One of the things that I can say to you quite frankly, like anywhere else, even the auditors who came were looking for rent seeking. It is very clear that rent-seeking was even taking place when they were coming to constituencies. At one time, we were looking at one constituency and we were told that the fund manager did not bother even turning up because he was told by the Auditor-General’s officers not to worry about the…

Thank you, Hon. Temporary Deputy Speaker. At one time, we were being frustrated by the Auditor-General’s officers who would tell the fund managers: “Do not worry about it. As long as you deal with us, you will be okay.” That is a fact. I can put it on record. Some of my colleagues were there and we put this thing to order. I hope the Auditor-General’s staff are now able to deal with this thing. The other thing which is very important is the fact that the NG-CDF is probably one of the major things of development in this country ...

word very carefully. We were cheated in this House that we would receive Kshs20 million for each constituency. We were told to give the names of the schools and they would go to education and roads in the constituencies, but we were misled by the NG-CDF Chair at that time. I am sorry about it, but we were frankly misled. Thank you very much for the time, Hon. Temporary Deputy Speaker.
