I stand to support the amendment basically because sometimes we forget and we start addressing the consequences and not the causes. I have just heard one of my honourable colleagues talking about anticipatory awarding of contracts. That is basically the problem that we have. This particular amendment would ensure that no contract which does not have the funds available for it is entered into. If you wish to enter a contract which is beyond the funds that you have in your budget, you would have a supplementary contract thereafter. You can have three contracts ... view

As much as I appreciate what the Leader of the Majority Party is saying – he is absolutely right in saying that there are other laws – sometimes we have to stress and put it in a way that accounting officers understand it very clearly. I sit in the Special Funds Accounts Committee (SFAC). We find so many problems of anticipatory contracts, where contractors start charging interest at exorbitant rates. So, I see no reason why we cannot accept this amendment. Thank you. view
