Gor Sungu was a Member of Parliament for Kisumu Town East and I had the privilege of succeeding him in office. Because this touches on Article 117 of the Constitution, Hon. Gor Sungu has been harassed continually by that case. As a matter of fact, there is a fine of Kshs10 million that has been imposed on him. At this moment, he does not have a house. I support my Committee Chairman in what he has presented. Of course, there will be a few things that will be refined. The VAT hits the poor much harder than it hits the rich. This is a pro-rich type of taxation that we should use sparingly. When it comes to the issue of laptops, I do not see any reason why laptops should not be exempt from VAT. I agree with one of my colleagues who contributed and said that there is no way we can tie it to Section 5. A tax holiday will be better so that they finish the project and continue. Another matter I want to contribute to relates to Rental Income Tax. Some of us have residential properties which we have rented out. • 18 Aug 2015 in National Assembly: every Tom, Dick and Harry had a bank. We have already arranged for micro financing which will do that. The Kshs3 that will go to the Road Maintenance Levy Fund is a good idea. The only issue is that it will raise the cost of petrol. What we have not mentioned are the proceeds of crime and anti-money laundering that this Bill has touched on. This is very good. The deposit insurance is rationalizing the tax appeals tribunal. • 9 Jul 2015 in National Assembly: Hon. Temporary Deputy Chairman, I oppose the proposal by my dear friend, Hon. Jakoyo. I support the Chairman. We are reducing the wage bill. In the EACC, the commissioners were working full-time. They took over the roles of the Secretariat. There was a great amount of tug of war and nothing much was accomplished. A number of them were earning big salaries and a number of other privileges. It is my proposal that we oppose the amendment and we allow them to be four and work part-time.
