  • 7 Jul 2015 in National Assembly: At the outset I want to say that the Hon. Speaker was one of the main people who were behind this very noble course. Even when he was outside Parliament he was spending a lot of time with APNAC. We are very proud to have both the National Assembly Speaker as well as the Speaker of the Senate as members of APNAC together with many other eminent Members of Parliament like Hon. Millie Odhiambo behind me and the Hon. Leader of the Minority Party. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of ... view
  • 7 Jul 2015 in National Assembly: There are many of us who have signed up. APNAC is our own body and we want to be beyond reproach as Members of Parliament. We have set up our own code of ethics and procedures. Unfortunately it had died and we are trying to get it back on track. We have nearly 30 members. I plead with all that it will be great to have over 300 members, so that we can lead in fighting corruption. As the Chairman of APNAC we have discussed many times the issue of how we can start talking about corruption from within Parliament. ... view
  • 7 Jul 2015 in National Assembly: and it has been worked on”. There is an example that was given and I will remember this for a very long time. When you write a cheque for Kshs.500,000 to the bank, the bank manger calls you and asks you if you have written that cheque. It does not mean that the bank, or the system is corrupt. It just means that the system is working. So, when something comes to Parliament and at times we have a number of committees constituted, I will be grateful if Members of Parliament would be able to involve themselves as members of ... view
  • 1 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker and Hon. Dawood. I support this with some reservations. I have had over 35 years of experience in hospital management. There must be a differentiation between blood transfusion and blood banks. A blood bank requires tremendous amount of facilities and technical information. Blood transfusion can be carried out at the constituency level even within certain health centres as long as the person doing it has the qualification and the ability to do so. The problem is in the matching of blood. view
  • 1 Jul 2015 in National Assembly: I confirm that if we change that words to make it “blood transfusion” and not “blood banking”, then it is possible, otherwise we are going to have internal problems with a blood transfusion system. view
  • 1 Jul 2015 in National Assembly: Thank you very much. view
  • 1 Jul 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I support the Motion but I think there has to be certain points that need to be looked at. Every party must have a philosophy. Every party must have its own mandate and an infrastructure. Otherwise, if you allow the Motion to stand for anybody who wants to start a party and then request funding, it is going to open a floodgate. As it is already, some of the parties that have been given a lot of money - I will even mention ODM as my party - I have no idea ... view
  • 1 Jul 2015 in National Assembly: On a point of order, Hon. Deputy Speaker. I only know of two “His Excellencies”: One is the President of the country and the other one is the Deputy President. Can my dear brother tell me which other “His Excellency” we have in the country? There is an Act on this matter. We cannot call these governors excellencies. I think we need to stop doing that. view
