  • 27 Aug 2014 in National Assembly: On a point of order, hon. Temporary Deputy Chairman. The Chairman of my Committee has, perhaps, not told us the real fact. When he talks of supply of taxable services in respect of goods in transit, he must realise that taxation on goods in transit within East African is done at the point of entry, be it in Uganda or Tanzania or Rwanda. So, within the East African context, tax is actually levied at the point of entry, on behalf of that Government. So, trying to say that there is going to be no VAT on goods in transit is ... view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, this afternoon I had a delegation that came to see me. I have had the honour of being the Chairman of the New Nyanza Provincial General Hospital and I have been in hospital management for nearly 30 years. There is a very drastic problem that we are facing. Tuberculosis drugs in this country--- I think hon. Members should know the first line of TB drugs is also used for HIV; we are running out of the drugs in September. We have no buffer stock left whatsoever. Last year we borrowed from Botswana and this year we are not ... view
  • 20 Aug 2014 in National Assembly: These drugs are very important and a drastic action must be taken now. I support my colleague that the TB drugs and first line healthcare, even if in referral hospitals, should be looked at again. We can have it in the central Government. When the central Government had it, there was no shortage of TB drugs but now there are no TB drugs. view

I know that I am one of the least qualified to speak about African culture but I know the African social system. An African child is a child of the village and a child of the country. As the Constitution has set it out, the issue of equal rights should not be prejudicial rights. The issue of equal rights should not be used to force somebody to do something which does not ... view

  • 14 Aug 2014 in National Assembly: Hon. Deputy Speaker, with all humility, I think the loudspeaker is not loud enough. We are having difficulties hearing. Could the operators increase it a bit? I think they have heard now. view
  • 13 Aug 2014 in National Assembly: Hon. Chairlady, I rise to support this. The fact of the matter is that I cannot understand the objections. This is the Retirement Benefits Act for Kenyans. All along, we have had the Old Mutual, na wengine, from South African and England. When it comes to getting our retirement benefits, we have to go to the Crown Agents or elsewhere. There is nothing wrong with 60 per cent of Kenyans being in the retirement benefits industry. After all, the NSSF is 100 per cent locally owned; foreigners have really been conning us. We have some companies like Britam and other ... view
