• 12 Aug 2014 in National Assembly: On the NSSF Act and the adjustments that have been made, it will now work under the Retirement Benefits Authority (RBA) Act. The NSSF prior to this was where you could go and loot. It was a looting authority. This Bill has now put the NSSF clearly to work within RBA. My time is over and I thank you. view
• 23 Jul 2014 in National Assembly: Is it in order for my dear brother to state that the conditional grants were withdrawn, when we know for a fact that conditional grants were given to each governor? I know that for Kisumu County, the conditional grant amounting to Kshs350 million was misused. Is it that hon. Jimmy Angwenyi, who we call 007, has facts that the money was withdrawn? That is because I have got a different opinion? view

Temporary Deputy Chairman, I stand to support the proposal put forward by the Chairman of the Departmental Committee that the Director- General be the Chief Executive Officer, and that he be recruited through a competitive process. That is in line with the spirit of the Constitution. However, I disagree with the provisions moved under Clause 16(3), on the third page, where it says:- “16(3)(xii) The Cabinet Secretary may appoint an interim board known as the “interim management committee” with a secretariat to undertake the functions of the Authority for a maximum period of two years.” view
• 22 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, at this point in time, the Government is rationalising the number of committees and commissions that we have in the country. This Bill is proposing the creation of an interim board as we wait for the establishment of the Authority. If the Authority is not yet operational, it should be operationalised. I do not think it is in line with the original idea that we have an interim board as the Authority is put together. So, I oppose that bit. view

Temporary Deputy Speaker, the proposal that I had suggested is that if the Authority has not yet been put together, it should not be replaced with an interim board. It must be put in place. The proposal I have is that there should be no interim board. An interim board will dilute the responsibilities or functions of the Authority. The Authority must be constituted immediately. view

Can you guide me? Can I also have a chance to move a further amendment to delete this particular provision? view

Temporary Deputy Chairman, having consulted with the Chair of the Committee, he has shown me very clearly that if we do not carry the amendment he has proposed, the original clause was even more restrictive. Therefore, I will withdraw the deletion of that particular clause and leave it to my colleague hon. Kisang to see whether he can reduce. T view
