to how we can come up with a performance criterion? What is the ideal time that a Committee should take to respond to a request?

Is it in order for the hon. Member to impugn the police and say that they are not committed and are cowards? As a matter of fact, they are not. They are not paid enough and I think it is out of order for us to question the security service of this country, including the police for doing a great job in this country; I think it is out of order.

Hon. Chairlady, I have not come across any Act which talks about working hours. Working hours can depend on many issues. For example, Nakumatt Supermarket works 24-hours a day. So, what is a working hour, and by whom? Certain countries work on Saturdays. So, I propose that we provide for at least three days. I want to give one particular reason for that suggestion. There is one taxpayer who owes this country more than Kshs4 billion. He was given time, and he took away all the assets and put them into another company. We are now looking at a case ...

Hon. Chairlady, I am giving examples. We have to make some sense in our examples. I am giving a live example where an Income Tax official went to some premises and put padlocks. They were then told to remove them. So, we should provide for three days. I do not suggest much more than three days. Thank you.

Thank you hon. Temporary Deputy Speaker, Sir. I stand to support the Motion. I have been a Mayor of a City. We were going to constituencies and a number of them would talk to the hon. Member of Parliament and local government officials. It became very clear that the issue of garbage cannot be solved at the local levels because there was the question of where to ...

Thank you, hon. Speaker, Sir. I also rise to pay tribute to the late Chelagat Mutai. When we, the Muslims, remember the death of a dear one or anybody, we recite a short prayer which I will recite here today.

I also recognise this lady because she fought corruption. She was one of the first fighters of corruption at very difficult times. We should recognise this lady although she has passed away. Although we forgot her when she was alive which is probably the practice in this country, whether we were Members of Parliament 20 years ago or we are Members of Parliament today, we are a family. I cannot understand why a Member of Parliament has to go through the pain and anguish that she went through. We remember her in death but we did not remember her when ...

The Parliamentary Service Commission (PSC) has a job to do. I remember that we sent a petition to the PSC in the last Parliament in respect to another former Member of Parliament who brought the United Nations (UN) offices to this country. The PSC which you chair, hon. Speaker has not had the decency of responding. This is the case and yet the petition had over 90 signatures. I remember my dear friend here, Hon---
