The first time the Question was asked, the Minister for Education said that because of the financial implications, it be referred to the Ministry of Finance. The second time, the Minister himself said that he be given time to do a bit of searching to find out what is required by the Centres of Excellence. Centres of Excellence were the brainchild of the Deputy Prime Minister and Minister for Finance. They are supposed to have perfection in infrastructure, staffing and the standards of education. ... view

  • 1 Sep 2011 in National Assembly: Mr. Speaker, Sir, in view of the scanty information that has been given by the Assistant Minister, knowing that the budgetary allocation shortfall is there and the Assistant Minister is denying, would I be in order to ask that you defer this Question so that he can give us the details of what has been done in each constituency? view
  • 1 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, I also want to add my voice to those who are supporting this Report by the Members of the Constitution Implementation Oversight Committee (CIOC). The Committee has done a splendid job. If you read their minutes, they took time to go through each candidate one by one. Because of the CVs of individual candidates, they were satisfied that the nominees met the criteria for which their names should be presented to us. Madam Temporary Deputy Speaker, the process of having an effective judicial system makes people trust it. This will give them what we were given ... view

That area used to receive relief food but later on, the Ministry said that no relief food should be taken to Meru County. What informed that decision when people in that part of the country are also suffering from famine? view

  • 10 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, is the Assistant Minister aware that quite a number of NGOs are encouraging street children to remain on the streets, so that they can benefit from the donors who fund them to support the street children programmes and yet, this money does not get to the street children who are supposed to be helped? view
  • 10 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank you for allowing me to add my voice to the debate on this very important Bill, which has come at the right time. When Kenya attained Independence, the founding father of this nation, the late President Kenyatta, declared war on poverty, disease and ignorance. This declaration was as a result of Kenyans having been deprived of their basic human rights. It was the hope of every Kenyan that after attainment of Independence, their basic human rights, which had been suppressed, would be guaranteed. However, after many years of Independence, the situation was not ... view
