  • 7 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I rise to support the Motion that the Minister has elaborated very comprehensively. We have taken what he has said. But I also want him to note our concerns as regards to what is "eating" his Ministry and some of the concerns of the parents. First, I want to say that education is not static anywhere in the world. Education has trends that are dynamic. Those dynamics are dictated by social changes, political visions like the one we have - Vision 2030 - and economic policies of the country. In this country, we have a lot ... view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I stand here to support the Motion. Some of us, who have small constituencies, think that those who have very large constituencies can manage to cris-cross them within the time they are in Parliament. If they make "technical" appearances in their constituencies, they say they have served their people. It is time leaders gave proper service, instead of lip service, to their constituents. I believe that the youth are waiting for direction from their leaders. I believe that there are so many of them who want to know what programmes are in place, so that they ... view
  • 5 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister inform this House what criteria is used to consider one polytechnic in a constituency while there are very many others? Secondly, could he also inform the House why it is necessary to give resources to just one polytechnic when all the students in all the polytechnics in a constituency are supposed to get the necessary tools, training and skills? How is it that you target only one polytechnic in a constituency? view
  • 30 Jul 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Tutua Police Post in Buuri Division, Imenti North District is manned by three police constables, none of whom can give commands to 2222 the other because they are all of the same rank; (b) what steps he is taking to ensure that the station is properly manned; and, (c) when he will upgrade the police post to a full police station. view
  • 30 Jul 2008 in National Assembly: Mr. Speaker, Sir, while the Assistant Minister has attempted to answer the Question, is he aware that the distance from Kiirwa Police Station to Tutua Police Post is so long that the communication between the Officer Commanding Station (OCS) and the constables there is not done on time? Those police constables lack proper instructions and, at times, between themselves, they do not know who commands the other. There is in-fighting in the base. view

  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, Njeru Police Station is just next to where this incident occurred. It is just a few metres away. Is the Assistant Minister confident with the police officers in that station when they cannot prevent crime from occurring next door? view
  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, I appreciate what the Minister has said, but I believe that the he has not conducted enough investigations regarding the funding of schools. For example, the rule that only schools with 40 students per class will be given funds has created a problem in the schools, where students feel that those in big schools are being funded and those in small schools are not being funded. There are discrepancies in handling the poor and those who are in very good schools. Also, when the list of schools that will get teachers came out, it added charcoal to ... view
  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, the clarification that I am seeking is why does the Minister discriminate against some schools when giving facilities? The students are able to know that some schools are getting better facilities than others! Some schools are getting better funding while others are not getting it! Could he give adequate money and teachers to all the schools, so that people can feel happy wherever they are? view
  • 22 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
