  • 3 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. The other vulnerable group that is not included is the People Living with Disabilities (PLWDs). Legal aid must be extended to them. Lack of resources is not a good excuse for us to deny people support. We need to look into it. These are rare cases. It is not a normal occurrence. So, we must find a way to give support to any vulnerable group of people. The electronic version of the Official Hansard Report is for information purposesonly. • 24 Feb 2016 in National Assembly: Hon. Temporary Deputy Chairman, I totally agree with the first speakers. I support this President’s reservation. I believe it will help this Bill to be implemented within the framework that has been provided. view

  • 17 Feb 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute to this Motion. From the outset, I would like to say that this Motion is about lack of implementation of what already exists in our statutes. We have an Act of Parliament - the Persons with Disabilities Act - which contains provisions on issues of accessibility to buildings, information, public transport and other things. This Act was enacted in 2003. Right now, more than 10 years later, very little has been achieved. We need a proactive way of dealing with issues touching on persons with disabilities. The ... view
  • 17 Feb 2016 in National Assembly: Hon. Temporary Deputy Speaker, I have been very active in my constituency trying to create special units in schools to enable children with disabilities access education. It is something we should address. This Motion is not something that is coming out of the blues but something that exists in our laws. We should look at a way in which we can implement it. We should do something. If you read that law, you will find that it says that within five years of that law coming into force all public buildings and places frequented by people with disabilities for public ... view
  • 3 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also wish to support this Sessional Paper. There is problem in this country because we pass and adopt beautiful policies and legislations, but we fail to implement them. Not long ago, I had brought up a question to the CS for Environment, Water and Natural Resource requesting for a statement on a wetland in my constituency along Peponi Road. There was a developer who had been licensed to develop that piece of land. I was surprised when the CS turned up and defended the developer armed with approvals from institutions like NEMA. However, ... view
  • 3 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, as we adopt this Sessional Paper, we must also come up with ways and means of implementing the policies, so that we can seriously deal The electronic version of the Official Hansard Report is for information purposesonly. • 3 Dec 2015 in National Assembly: with environmental issues. The world is talking about the environment and if we are not an exception, then we must also be serious about looking into environmental issues. view
  • 3 Dec 2015 in National Assembly: I support the Sessional Paper, but we must face these challenges. The institutions that have failed us must be put on notice that if they do not perform, preserve and conserve our environment, they should not use the taxpayers’ money for nothing. They should be put on notice that we shall not allow them to use our money doing nothing. view
