Yes, I am Wanjiku and you voted for Wanjiku. The Constitution is meant for Wanjiku and that is the way the Constitution should be.

Finally, at the end of it all, the boards comprising Members of the Senate and this House will make recommendations to be integrated in the development of counties. Therefore, who will oversee the boards if they are put in place? So, the Senate has to do its work as it is stipulated in the Constitution. If the work is less, I have always said that the wage bill is quite high. Therefore, they can do the necessary. Thank you, hon. Temporary Deputy Speaker.

Hon. Temporary Deputy Chairman, I want to support the amendment but with a rider on it. Initially, we had put the Committee to be responsible for capacity building. If Sub-paragraph (k) is deleted, it means that capacity building will go to the Ministry and yet, the Committee is the one on the ground. Our people are on the ground. However, I support the amendment but this is one thing what we should look at after six months or whatever the time.

I want to support hon. Shebesh by bringing clarity, avoiding confusion and conflicts between the county Member of Parliament and constituency Member of Parliament. If you look at the definition by hon. Shebesh, you will find that as the County Women Representative, we will know our role is capacity building. The Member of Parliament will know that he is fully responsible for handling the funds. This is what we have been asking. The Ministry of Devolution and Planning has failed to provide clear regulation and definition of roles. We do not want to see confusion. We want goodwill from constituency Members of Parliament.

Thank you, hon. Deputy Speaker. I am frustrated because I opposed everything but I was defeated. I want to say that there is no history I have made; the Bill is unconstitutional. It is obvious that in African context every property is registered in a man’s name and so when we pass such a Bill and say that we are proud to have passed a Bill, we are lying to ourselves.

Thank you, hon. Deputy Speaker. It is unconstitutional according to Article 45 which states as follows:- “The family is the natural and fundamental unit of society and the necessary basis of social order, and shall enjoy the recognition and protection of the state.” The Bill is unconstitutional but I respect his opinion.
