Hon. Temporary Deputy Chairman, as much as the proposals made by the Leader of the Majority Party are sound and responsible in the circumstances to safeguard national security, we must appreciate that the owners of the land adjoining any so-called safeguarding areas should be allowed as per the Constitution to develop their land subject to some reasonable planning regulations instead of being inhibited to develop the land to the fullest in regard to the highest and best use.

Again, I believe those who are in this practice of real estate and development are aware that one of the reasons we have so many unplanned developments in this country is that the cost of getting approval has been found to be prohibitive. Even an advert in the newspaper costs a substantial amount of money because it must reach as many people as possible. Hon. Temporary Deputy Chairman, I support and with your guidance probably we could expand and include other significant security installations. I look, for example, at the CID headquarters. I do not know if in the wisdom of the Leader of the Majority Party it is included. They are obviously controlled centres in terms of ICT and related issues. I do not know whether at this point in the legislation making we can expand that definition to include quite sensitive security installations from scrutiny by the planning processes.

Thank you, Hon. Temporary Deputy Chairman for this opportunity. My only concern is that planning as a discipline has very specific terms used all over the world. I feel in as much as we want to localise our planning procedures and practices, there are some honoured terminologies which we should not tamper with. Probably, we can retain the term “regional plans” but then redefine it in the context of our local situation.

Probably I have not clearly understood the rationale of having less than a quarter of a kilometre square. Probably the Chair of the Committee would be kind enough to explain further. Why not a kilometre? Why not two square kilometres? What is the scientific rationale of quarter of a kilometre square? In this country, we have not had lack of legislation and rules, but we have had a problem with implementation. It is unfortunate that many people who are entrusted with the responsibility to manage those authorities go there not necessarily to serve the people, but generally to squander or enrich themselves at the expense of taxpayers. If we do an audit or evaluate the performance of most of those authorities, it is dismal.
