I want to repeat; the sense and, indeed, the necessity of respect of law as very much clearly stipulated in Sections 105, 110 and indeed other parts of the Constitution, give us that authority that we deserve not to cry because, as has been put by some of our legislators, speaking out for what is good for us is not crying. In the answer by the Chairman, he refused to give information on the number of arms and types to the Senate of this country citing matters of security. The worst that he could have done is to ask the Chamber to be heard in camera, because that information is very important to this House and matters of security lie in our hands. Is he in order? view

You did give a direction and maybe it could be taken as a ruling; that unless the Chairman quotes the section of the law that he thinks privileges his information, then he should give us the information that we want. Senators cannot ask about issues which are pertinent to the neighboring counties, then we will be mouth-gagged. Is he not out of order? He should actually be declared disorderly and so punished. view
  • 19 Nov 2013 in Senate: Mr. Speaker, Sir, as I support the request by Sen. (Dr.) Khalwale, I would like my question to be answered even before that is done. In the Statement, the Chairperson of the Committee has actually given a general picture that all or nearly all road construction projects in this country have stalled. Even for the Sigalagala-Butere-Sidindi Road, the Government has been planning to allocate Kshs100 million, but that has not been effected. Is the Government broke? Is it not true that the Government is on the verge of bankruptcy? view
  • 19 Nov 2013 in Senate: Mr. Speaker, Sir, in her submission, she alluded to the fact that, indeed, contractual obligations of the Government in payment of the contractors has not been carried out. They have not done their obligations as per the contract. Is it not true that several contractors have actually taken the Government to court demanding the cost of non-payments in time? Where does the Government intend to get that money that will be used to pay the contractors for their omitting or refusing to respect the contractual obligations as signed by the two bodies? view
