Tumeambiwa hapa kwamba katika sehemu ya Makenzi, Salgaa, na hata kule Bonje katika Rabai, ajali zinatokea kila wakati. Ombi langu kwa shirika husika la Kenya National Highways Authority (KeNHA) ni kwamba wahakikishe kwamba hatungoji maisha yamalizike kila wakati mahali pale. Kama barabara ile haiko sawa, basi shirika hili la KeNHA lifanye kazi yake ili tusiwe tunashuhudia tu ajali. Ikisemekana mahali ni black spot shirika la Kenya National Highways Authority (KeNHA) linatakikana lituambie mikakati linalofanya ili maisha yasiendelee kupotea hapo. view

Mwadime for bringing this Motion to the House, and for donating time to me. Water is very essential. We can do without electricity, but we cannot do without water, particularly in our schools. Water is, indeed, devolved according to the Fourth Schedule f the Constitution. Hawa tunaowaita village elders sisi kule Pwani tunawaita wazee wa mtaa kwa sababu hawasimamii kijiji kama ilivyotafsiriwa; wanasimamia mtaa mzima. Ukweli wa mambo ni kwamba hawa ndio wawakilishi hasa wa Serikali kule mashinani. Hata tukitaja chief, sub-chief au Deputy County Commissioner (DCC), wote wanawategemea wazee wa mitaa kumfikia mwananchi wa mashinani ili atekeleze maagizo ya Serikali. • 20 Jul 2016 in National Assembly: vitu, bila shaka wanaingiza pale katika kijiji. Usalama unatupiga chenga kwa sababu hatuwatambui, hatuwathamini wale ambao hufanya ile kazi kweli. Tunathamini wale ambao wako juu, ambao bila kuelezewa na hawa wazee wa mitaa, bila kupatiwa taarifa na hawa wazee wa Nyumba Kumi hawawezi kujua lolote. Ndio maana usalama unadorora hapa kwetu. • 5 May 2016 in National Assembly: THAT, Clause 46 of the Bill be deleted. view
• 5 May 2016 in National Assembly: Clause 46 proposes deletion of the words “selection panel” and substitution of the same with words “the Public Service Commission”. I am proposing deletion of this section because it is unconstitutional. Article 234 (3) of the Constitution excludes State offices from the mandate of the Public Service Commission (PSC). There is no way the PSC can carry out the mandate of another independent commission. The NLC is an independent commission. Therefore, the PSC cannot oversee it. view
• 5 May 2016 in National Assembly: Secondly, Article 249(I) and (2) (b) of the Constitution protect the sovereignty of the people. The people have the mandate to vet whoever will be in the selection panel. We saw this happen when the Chief Justice was being appointed. Every citizen was given the chance to send a memorandum. We are depriving the people of this privilege and giving it to the PSC. This is an independent commission. Article 67 of the Constitution protects it from being directed by either another authority or person. Therefore, Clause 46 is unconstitutional and should be deleted.
