  • 28 Feb 2024 in Senate: Mr. Temporary Speaker, Sir, mine is to find out from the Cabinet Secretary: November to January, we, the dairy farmers, are paid late by Kenya Co- operative Creameries (KCC). There is an assurance from the President that we will be paid twice beginning this March. I would like to know if the Cabinet Secretary can assure this House that our farmers will be paid every 15 days. What plans does he have to ensure we get feeds for dairy at subsidized price across the country? view
  • 27 Feb 2024 in Senate: Mr. Speaker, Sir, I rise to support this Report by the Committee on Energy. I am the Vice Chairperson of the Committee. We took a lot of time to do this inquiry because last year, there was an outcry over the cost of living as a result of the cost of power in the country. Between 1999 and 2009 when there were serious blackouts in the country, the then Government, in its own wisdom, decided to engage IPPs to supplement generation of electricity in the country. We suspect that the then civil servants, especially those who were in the Ministry ... view
  • 27 Feb 2024 in Senate: Muhoroni will be retired and will reduce the cost of power. It costs about 54 cents as compared to the renewable energy we can get at 4 cents, 7 cents to around 9 cents. Mr. Speaker, Sir, my colleagues have talked about the thermal power. We have engaged and luckily, most of the thermal plants are remaining with less than 10 years, with some being 5 and others 4. We have also given proposals for this particular engagement between KPC and Independent Power Producers (IPPs) who are still generating using thermal to convert to Liquified Natural Gas (LNG) so that ... view
  • 27 Feb 2024 in Senate: struggling. It is cheaper to import power from Ethiopia, yet we have capacity to produce 10,000 Megawatts from geothermal. There are those who have been allocated blocks as speculators and have not generated. We have recommended that the Ministry of Energy and Petroleum terminates all licenses that have been given out to people who have overstayed and would not have done anything on those blocks. We will pursue on Energy and Petroleum Regulatory Authority (EPRA). Some of the challenge that they tell us when we meet them is that some of the regulations have stayed for too long at the ... view
  • 15 Feb 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir. I beg to give notice of the following Motion- THAT, the Senate adopts the report of the Standing Committee on Energy on the inquiry into the high cost of electricity in the Country laid on the Table of the Senate on Wednesday, 27th September, 2023. I thank you. view
  • 15 Feb 2024 in Senate: Thank you, Madam Temporary Speaker. I also rise to support this Motion. As my colleagues have said, in the past, the then President was the one in charge of Parliament and it was a department of the Office of the President. I remember my long-time Member of Parliament (MP), Hon. Francis Mutwol told me that they used to go to Harambee House every Thursday to collect envelopes that contained salaries and allowances for the weekend. Madam Temporary Speaker, Sir, you can imagine that now the Parliamentary Service Commission (PSC) is independent; the legislature is independent. We are able to be ... view
  • 15 Feb 2024 in Senate: Public Investments and Special Fund Committee (CPIC), we are going to meet with the Council of Governor’s Committee on Water. I believe next week when I get an opportunity to debate on the Bill, I will have gotten what they will have told us and agreed as the Council of Governors and the committee on water. Madam Temporary Speaker, when we were dealing with the Water Service Providers (WSPs) from the counties, there are so many challenges. Sometimes the Water Works and Water Service Regulatory Board (WASREB) apply for tariffs. This WASREB would sit on the water tariffs even for ... view
  • 15 Feb 2024 in Senate: Madam Temporary Speaker, on behalf of myself, my family, and the great people of Elgeyo-Marakwet County, I wish to sincerely convey our condolences to the family of the late Kelvin Kiptum who died on Sunday night. Kelvin Kiptum was still a young man of 24 years. He was born in 1999. He grew up in a very humble background in Kipsamol Village of Kaptarakwa Ward. People have said he was from Chepkorio. The village is at the boundary of Keiyo South. That was a man who struggled. We heard the father saying that he was the only child. The mother ... view
