In this digital age, it is shameful and barbaric to have cattle rustling continue. As Marakwet, we have lost a lot. For the last three months, we have lost more than seven lives and several cows and goats to cattle rustling. I propose that we include the two counties namely, Elgeyo Marakwet and Baringo, to those that receive the Equalisation Fund. Sometimes when you are doing land transaction, it takes more than 90 days before you complete the transaction. This is to ensure that the valuation covers those delays that arise within the Ministry of Lands. view

Temporary Deputy Chairlady, I beg to move:- THAT, Clause 20 of the Bill be amended in paragraph (a) of the proposed new Sub-section (3) by deleting the words “five times” and substituting therefor the words “two times” appearing in proviso (i). On Clause 20(3)(i), when you are late in paying registration fee for your title, the law proposes that you pay five times the fine, which is very punitive.
