We are amending Section 28(1) of the Act to introduce a new Paragraph to include sound recordings as part of the Act that fall under the exclusive rights of a copyright owner. Second, is to amend and correct the proposed amendment to Section 28(3) to align it with the proposed deletion of sub-section 4 and 5.

Hon. Temporary Deputy Chairlady, the word “technical” in the dictionary is very clear. We can read it from the dictionary and get the meaning of this particular word but what we are saying here is we want to cover all technological works which includes technical. This is because when we say “technical” we just narrow it down. I believe those who are very good in English will be able to explain to us the difference between “technological” and “technical”, but we saw in our wisdom that the word “technological” is broader than just leaving it as “technical”.
