Temporary Deputy Speaker, Sir, as much as I do not want to oppose the issue of laptops for children in Standard I, just like the free primary and secondary education funds which came and helped the enrolment rate to increase, we need a lot of preparation. For example, in Annex 1, which is well done, they did not prioritize properly what needs to get funding once funds are available. Although it is not the responsibility of the Budget and Appropriations Committee, under the Ministry of Foreign Affairs, they have put an item that should not be there.

Hon. Speaker, Sir, I just wanted to commend the Leader of the Majority Party for the statement that he has issued in this House today; what happened to the former Prime Minister excites a lot of what we saw in the media. The statement he has given clarifies a number of issues; it is not only about the Prime Minister. There is a lot that needs to be done at our airports. Gitari for bringing this Motion to this House. For those of us who have been in this Parliament for some time, there have been attempts, even by Parliament, to have this issue addressed but it has not been attended to by the Government. Hon. Temporary Deputy Speaker, Sir, we have been talking about reforms, or changes in a number of areas. Some of the areas that have not been well attended to are those to do with health. I can see that we have done fairly well in some sectors. For example, the Constituencies Development Fund has worked very well. However, it did not address the issue that this Motion is urging action on. This is a major issue which requires a lot of financial outlay.

Hon. Temporary Deputy Speaker, Sir, we have done very well in roads infrastructure. You can see what we are doing because of devolution and getting constituencies or counties to be responsible for their own activities. We have also seen the same in the education sector. I am happy that the Ministry of Health - after a long time of politics and splitting into small units just to reward some people - is now one. So, the Cabinet Secretary and his team will be able to focus on this issue without politicizing it. They should allocate funds to this sector, so ...

The other thing which is very important here is the issue of cost. This is because one thing that happens with some of these diseases is that in the course of trying to diagnose, or find out what somebody is suffering from, or even before you complete the diagnosis, the patient dies. This happens even when you have spent a lot of money. You will go to a certain hospital in the rural areas and the disease cannot be detected. Hon. Temporary Deputy Speaker, Sir, the funding will be an issue. This Motion on cancer and renal diseases also tells the Government to wake up on a number of other aspects. It is important that with the new changes that we have now--- After talking too much, we have a new Constitution now which provides for all these.
