  • 24 Nov 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank the House again for the tremendous support that it has extended to the Committee in the task that it bequeathed the Committee to put in place all the organs of reform. I have already mentioned that this is the final organ of reform that we have put in place. I thank the House and assure it that the Committee will continue to undertake the mandate of steering the whole process with commitment and dedication that we have shown this far with the full confidence that together we shall deliver on Agenda Four. With ... view
  • 16 Sep 2009 in National Assembly: Mr. Speaker, Sir, from the outset, let me say that I support the Motion for Adjournment. Indeed, it is true that it has been a long session and we more than deserve a break. As we rise to take this well deserved break, I dare say that we do so proudly, having raised the bar for this House to historic levels. Indeed, today I am proud to have been part of a big blow that we have struck for the rule of law in this House. All of us can proceed to take this break, knowing that we have re-ignited ... view
  • 16 Sep 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am aware that the Committee of Experts is already at an advanced stage of considering various views coming from various sectors. May I urge hon. Members that wherever we will be, may we continue to be robust participants in that process. This is also a good opportunity for us to engage in disaster preparedness because the Department of Meteorology has warned us in advance of impending El Nino and as I prepare myself to roll up my sleeves and my trousers to head to Budalang’i and prepare for this El Nino phenomenon. I want ... view
  • 16 Sep 2009 in National Assembly: I also want to urge the Government to fast track the economic stimulus package (ESP) because the Government has laid out an ambitious programme under this agenda but so far, not much has been seen. So, we want to see stuff like the model school, upgrading of heath centres, construction of markets and all those nice things that the Deputy Prime Minister and Minister for Finance outlined in the Budget statements last June and because this stimulus package had a six months deadline, we would like this whole programme to take off. view
  • 16 Sep 2009 in National Assembly: Finally, I want to urge the Government to also utilize this time while we are on recess to be prepared for tasks and I particularly want to touch on sports. There are various sporting activities that this country is scheduled to host. There is the African Athletics Meet that this country is supposed to host next year. There is the East Africa Soccer Tournament and we do not see any activity towards preparedness for those tournaments. I want, therefore, to urge the Government that may we use this opportunity to prepare for this, so that we can host our name ... view
  • 15 Sep 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the hon. Member in order to mislead the House that the flooding in Budalang’i is because of the destruction view
  • 10 Sep 2009 in National Assembly: Mr. Speaker, Sir, for about three months I have been expecting a Ministerial Statement from the Minister for Youth Affairs and Sports on the appointment and contractual arrangement for the coach of the national soccer team Harambee Stars, Mr. Antoine Hey. That Statement has not been forthcoming for over three months now. Could you kindly give an indication on when that Statement can be tabled in the House? view
  • 9 Sep 2009 in National Assembly: Mr. Speaker, Sir, I wish to propose an amendment to the Motion as moved and seconded. view
  • 9 Sep 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move that the Motion be amended as follows:- By deleting the words “adopts” appearing in the first line and replacing thereof with the words “orders that” and secondly, by adding the following words after the numerals 2009, “be referred to the Departmental Committee on Lands and Natural Resources to consider the Report and any additional submissions thereon and report back to the House within seven days”. Mr. Temporary Deputy Speaker, Sir, that the Mau Forests Complex and, indeed, the other six water towers must be conserved is a matter that cannot be ... view
  • 8 Sep 2009 in National Assembly: Thank you Mr. Speaker, Sir. In making a ruling in this important matter, I invite you to consider two issues. One, is the extra-judicial issues that underpin this debate that go well beyond the law and the province of the Judiciary. I have the privilege of serving in the Committee of Delegated Legislation, and while ceized of this matter, we have gone beyond law and looked at issues of integrity. We have looked at issues of Executive impunity. We have looked at issues of morality of Executive authority and exercise of Executive power. All these issues go beyond the dry ... view
