  • 11 Jun 2013 in Senate: Thank you for that. We demand that this Bill reverts back to this House so that a Mediation Committee is appointed as stipulated in the Constitution and ensure that institutions that work together like the National Assembly and the Senate co-exist harmoniously. My worry in particular is, we have a long way to go. This is not the first batch of parliamentarians who will see the inside of this House. They need to leave some good legacy. It worries me when I see the way the National Assembly behaves. Therefore, I support this request. view
  • 22 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand to second this Motion by Sen. (Dr.) Zani regarding a very important sector, that of natural resources in Kenya. Our country is endowed with great potential in natural resources. If we, as a country, really get to understand how much we can benefit from our natural resources, really this will not only improve our livelihoods, but also greatly, as it has done in the past, contribute to our economic performance. Many a time we have had investors coming to our country, negotiations are done at national level, but controversies rage in counties. ... view
  • 22 May 2013 in Senate: Thank you very much, Madam Temporary Speaker. I also stand to support this Motion. I want to give a number of comments. I sat through yesterday afternoon and part of this morning listening to a number of hon. Senators contributing to this Motion. Following the footsteps of the very able Sen. Murungi and the manner in which he spoke, we really need to put things right the way they were and in their order. Yesterday, I listened to a Senator who said the Jubilee Government is generous. Personally, I will not say that this is generosity. Our counties deserve more ... view
  • 22 May 2013 in Senate: Madam Temporary Speaker, I am saying that we require more medicine than condoms. Name any medicines or drugs, be it paracetamol or any other, we need it. There is a serious shortage of drugs, but what they do is to procure from suppliers other things. They chip in some money for themselves and continue supplying these kind of things. Madam Temporary Speaker, since health now is a function of the county governments, we need to provide capacity to them to procure what they need. Madam Temporary Speaker, I have one or two more comments to make on how best we ... view
  • 22 May 2013 in Senate: On a point of order, Madam Temporary Speaker. view
  • 22 May 2013 in Senate: Madam Temporary Speaker, Governments have obligations to its citizenry. The more they provide the better for the welfare of its citizens. Is Sen. Gwendo, in order to say what our right is and turn it into a privilege? view
  • 16 May 2013 in Senate: Mr. Speaker, Sir, time and again, when we meet in this House, you have clarified that all of us are learning; whether we are old or new Members. I think when a statement is sought by a Member of this House, addressed to the Chair, it is important we realize that the Statement or Motion belongs to the House. It would be unfortunate if Members on the opposite side would want to come to the defence of an individual, be it of the Deputy President or anybody else. As a matter of procedure, probably, you need to guide us. We ... view
  • 15 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand to support this Motion by Sen. Orengo. The Motion has come at a most ideal time. This is the time when we are planning to set up the local level governance structures in the most appropriate manner, so that whatever we do at that level can be sustainable. Mr. Deputy Speaker, Sir, as has been said by hon. Senators, any new thing has its teething problems. This Motion has come at a time when county governments, as various hon. Senators before said, are actually struggling to find out what they have to ... view
  • 15 May 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. I also stand to join my colleagues in supporting this very important Motion about floods. Floods and droughts are major occurrences in this country. Listening to a number of speakers before me, it is very clear that we did not have a co-ordinated mechanism from the Government Ministries. Talking about a DC – I am sorry to refer to the two former Provincial Commissioners; Sen. Haji and Sen. Musila, who have served through the ranks, from district officers to provincial commissioners. With all that experience, there was a clear testimony that we ... view
  • 8 May 2013 in Senate: Mr. Deputy Speaker, Sir, what the Leader of the Majority is trying to present this morning in this House is going to create a very bad precedence. Do you know what is happening in the Lower House as we speak? There seems to be a stalemate. Formation of committees and election of chairpersons are not necessarily the prerogative of the majority; the minority parties has equal stake and it actually negates democracy. Is he in order to actually remove Sen. (Dr.) Khalwale’s name? view
