  • 20 Nov 2019 in National Assembly: This Bill has a bottom-up approach instead of review of projects from the top. It will enable the people at the grassroots to identify projects which will have the best impact. I am happy the membership of the local committee will comprise of the youth, two women and people with disabilities. The board will comprise of a chairperson from the marginalised and underdeveloped areas. This Bill will also address the issue of areas that were not considered during the first 50 years since Independence. Bureaucracy will also be lessened and the issue of principal secretaries flying in helicopters to the ... view
  • 20 Nov 2019 in National Assembly: The board will also submit quarterly reports to the National Assembly. Therefore, we will audit them every quarter and the board will tell us how far they have gone and what they are doing. My biggest worry is the timeline. Ten years have already lapsed and this Fund is supposed to expire in 20 years’ time. We only have 10 years remaining. So, I want to appeal to this House to speedily pass this Bill. We need to put timelines in place, so that we can recover the 10 years which have lapsed. view

  • 30 Oct 2019 in National Assembly: Thank you, Hon. Speaker. I, the undersigned, on behalf of the undersigned residents of Samburu North Constituency, draw the attention of the House to the following: That, alarming cases of insecurity have escalated in Samburu North Constituency following the unprecedented disarming of the National Police Reservists by the Government in July 2019; That, since the ill-advised disarmament, more than ten people have been killed and over 900 cows and 1,000 goats stolen by bandits who are heavily armed with illegal firearms; That, numerous households have been displaced from their ancestral homes, with many people fleeing to other sub-counties and neighbouring ... view
  • 30 Oct 2019 in National Assembly: That, no significant recovery efforts are ever undertaken despite the fact that the names of people whose livestock have been raided and stolen are available and known to the authorities; That, area leaders and local residents have raised concerns on these matters with relevant state agencies through letters and face to face meetings but their efforts have not yielded any significant interventions; That, the issues in respect of which this Petition is made are not pending before any court, or any constitutional or legal body Therefore your humble Petitioners pray that the National Assembly, through the Departmental Committee on Administration ... view
  • 29 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. This is not about Kambas or Somalis. It is about misapplication of the law. It is about bias. When Madam Ngilu said that she would unleash terror against other Kenyans in her county, the whole Government went there to protect her. They are demolishing schools now. Pastoralists are taken like non-Kenyans. Fifteen people have been killed in my constituency in the last one month. No single police officer has gone to arrest the The electronic version of the Official Hansard Report is for information purposes only. Acertified version of ... view
  • 29 Oct 2019 in National Assembly: culprits who killed those people. Seven hundred and fifty goats and 600 cows were stolen. No recovery has been made, and yet there are 500 police officers in that region. They do not bother to go and look for the stolen cows and goats. However, when one person - and I am not saying that one person’s life is not important- is killed in Kitui County, the whole country goes there. Why should you demolish houses? It is inhuman and evil. Since the Inspector-General came to power, we have seen a very different National Police Service. We used to have ... view
  • 16 Oct 2019 in National Assembly: Thank you, Hon. Deputy Speaker. The only employment available now is the KDF. That is what many youth rely on given that the minimum grade that is allowed is a D Plain. They are concerned that taking recruitment to county headquarters will be a disadvantage to them especially in Samburu North. We have a serious problem with security and that might make it difficult for our youth to reach there. It will only be an advantage for the youth who are at the county headquarters. We need to reverse it as soon as possible. view

  • 16 Oct 2019 in National Assembly: Committee for coming up with this Bill which has taken so long since we could have done this long time ago, probably a year after the promulgation of the Constitution. Nevertheless, it is not too late. We will still go through it and support it. For the last seven years, we have just been talking about gender balance. It was important for our sisters to be included. It is all about interest. To me, gender balance is crucial because every gender has their own interest and they know themselves better. For example, women have their own special roles. They have ... view
