  • 14 Mar 2019 in National Assembly: back to ascertain that, indeed, the money was utilised efficiently. For the counties, like where I come from, nobody knows what goes on after awarding contracts. In fact, in the first place, they do not even care about conflict of interest. It is the officials of the county governments whose companies are awarded contracts most of the time. There is a lot to be overseen if the Senators were really serious. They should have gone out there and made sure that the award of contracts is done efficiently and in accordance with the procurement law and the Public Finance Management ... view
  • 14 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the amendment because I know the kind of challenges Mandera, Wajir, Garissa and the entire North Eastern Region face. There are security challenges, loss of livelihoods and incursions from Somalia. view
  • 14 Mar 2019 in National Assembly: I happened to have worked there during the fall of Siad Barre. I know how people came with heavy machinery running away from the war in Somalia. I support this amendment because this is a critical undertaking by the Government, to ensure we secure our borders strongly. I think this would have been done long time ago and not just now. We are very late. In the last Parliament, I was a Member of the Departmental Committee on Administration and National Security. I think this is the initiative of our late Minister Gen. Nkaissery, because it was started during his ... view
  • 14 Mar 2019 in National Assembly: However, when I read the daily newspaper yesterday, I think the media has become very vocal and elaborate and, sometimes, mislead Kenyans. I am not saying that I know a lot about the expenditure, but I know we can use as much resources as possible to secure that part of Kenya. That is because in the event there is any kind of invasion into this country, definitely, almost 90 per cent will come through the border between us and Somalia. view
  • 14 Mar 2019 in National Assembly: That is because the border is porous and long - almost over 800 kilometers in length. There is a lot of attraction to Kenya by people who do not have good intentions. First of all, they want to come here because of the war across, become Kenyan citizens, relocate to other parts of world and the exit point is Kenya. They are also come here for business. All kinds of contraband goods can come through that border. I support this amendment. However, I request the Committee to be on the lookout and ensure that resources are utilised properly for the ... view

  • 20 Feb 2019 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity. I also rise to support this amendment. It has come at the right time. What is lacking is the infrastructure down at the grassroots level in our counties and constituencies. For us who come from North Rift, especially those counties that are prone to cattle rustling, we do not lack young men who can run or do good sports. This is because we have seen them doing cattle rustling instead of sport. If you observe well, in my area, young men run especially when they are stealing cows. In six ... view
  • 20 Feb 2019 in National Assembly: neighbours. North Rift counties like Uasin Gishu, Elgeyo Marakwet, Nandi and Trans Nzoia have had their young men and women benefit from sports for a long time now. Sports have become a livelihood for them. In fact, athletics, in my view, has been very consistent as a foreign earner for this country more than football. We urge the Government, through this House, to ensure this facility is devolved to all levels. It should start at the grassroots level, not from Nairobi or other big towns. It should start in villages, say in primary and secondary schools, up to the capital ... view
  • 19 Feb 2019 in National Assembly: Thank you, Hon. Speaker, I also rise to support this petition and it is high time we took these matters related to land seriously. These issues are emotive and they cause a lot of problems within the community, if they are not corrected at an early stage. view
