  • 25 Jun 2014 in National Assembly: that about Ksh1.6 trillion remains with the National Government. The fact is that 1.6 trillion remains with the National Government. We need to make sure that we guarantee, regional balancing in sharing these resources. Some parts of this country should not feel like they have been left out, or that they are being discriminated against. If we do that, we will be helping this country. The last thing is that we are all aware that the Division of Revenue Bill has hit a snack; as we are talking now, there is a Mediation Committee, which will be looking at it. ... view
  • 24 Jun 2014 in National Assembly: Thank you, hon. Speaker. I also rise to support the adoption of this Report by the Budget and Appropriations Committee; even as I do that, I think there are a number of things we need to note. The first thing relates to the issue of a Supplementary Budget. The Constitution is quite clear that the Government is expected to spend money in situations where we have emergencies or unexpected events. If that happens, there is a provision that expenditure can be regularized within two months after the expenditure through Parliament. That means, Parliament has to approve a number of Supplementary ... view
  • 24 Jun 2014 in National Assembly: The expectation was, if we do that, then our GDP is likely to grow higher, and because that is the denominator for calculating most of these indicators, then our public debt management indicators will actually look better. But the initial indicators are that the figures we have been working with as the GDP for Kenya are actually becoming small. We have lower figures than we have been having. This means our public debt indicators are now likely to become worse. That means, we need a very clear public debt management strategy, so that we do not over borrow and at ... view
  • 11 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, can I proceed now? view
  • 10 Jun 2014 in National Assembly: Yes, hon. Speaker. Thank you very much. I rise on a point of order because it is clear that in the budget-making process, this House is actually very much involved and we have taken almost a whole month to debate it. So, is the Member in order to say that it is the Treasury that is making the Budget as a result of being trained by the World Bank? I think he is being unfair to this House because Members of this House have put their input into this serious Budget. view

  • 10 Jun 2014 in National Assembly: Thank you, hon. Speaker. I rise on a point of order and this relates to Article 153 of the Constitution. I must confess that I am not a lawyer, but since most of us are also not lawyers, I think I would want your guidance and direction on this Article153(3) which reads: “A Cabinet Secretary shall attend before a committee of the National Assembly, or the Senate, when required by the committee, and answer any question concerning a matter for which the Cabinet Secretary is responsible.” Reading through this Report, I have realized that certain references are being made such ... view
  • 5 Jun 2014 in National Assembly: Thank you, hon. Speaker. I want to thank you for giving me a chance to contribute to this subject, which is quite dear to my heart. I want to support the adoption of this Report. I want to start by thanking Kenyans for giving this country the Constitution 2010. In this Constitution, this House has been given a huge responsibility in terms of the Budget making process. This is a serious departure from what used to happen in the past. When I look at this Budget of Kshs1.78 trillion, it has quite some positive aspects, which if we do not ... view
  • 4 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I have keenly listened to the Chair when he was giving the response. In that response, there is a statement which is a bit worrying. The Chairperson has said that the police are not aware of that incident. This is not the first time I am hearing that statement come from that Committee - in a situation where hon. Members have reported something as serious as this, and the police say that they are not aware. Is it an indication that the hon. Members are cheating or they are not being honest with themselves? This ... view
  • 4 Jun 2014 in National Assembly: Yes, hon. Deputy Speaker. What we are hearing from the hon. Member is very disturbing. She is telling this House that the Statement the Chairperson has issued in this House is an individual Statement. So, is this in order? Is this the right procedure that a Member of a Committee can stand in this House and say what has been said? view
