  • 24 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Obviously, the Assistant Minister never read this report. Is he in order to mislead this House that these boats are operational while they are parked? The fact that they are parked is contained in the report. There are three certificates from the Kenya Maritime Authority. There is a certificate of worthiness for one of the boats, namely, KRA 002, which expired on 21st, January, 2010. If you look at the other certificate, you will find that it expired precisely on 4th November, 2008. The other certificate expired on 1st May, 2009. ... view
  • 24 Mar 2010 in National Assembly: Without these certificates, these boats should not be operational. The reason why this Question is here is because these boats are not operational because their design and quality is wrong. view
  • 23 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead this House? When these arms were discovered, the same Assistant Minister issued a Statement thanking the public for having tipped the police and now he is telling us it was the NSIS. view
  • 23 Mar 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Deputy Prime Minister and Minister for Finance the following Question by Private Notice. Could the Minister explain the circumstances under which the collapsed Invesco Assurance Company (Under Receivership) was licensed to operate before paying the Kshs600 million owed to claimants? view
  • 23 Mar 2010 in National Assembly: In that case Mr. Speaker, Sir, can the Assistant Minister tell this House when the people owed over Kshs600 will be paid? view
  • 23 Mar 2010 in National Assembly: Mr. Speaker, Sir, my interest in this matter - which the Assistant Minister did not specifically state - is that, that insurance company was put under statutory management purely because it could not meet the claims totaling to Kshs600 million. The new owners have only pumped in Kshs200 million. My question is very simple: What assurance is there that Invesco will be able to pay the previous claims amounting to Kshs600 million? They might as well accumulate more! view
  • 23 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. He has said that the agreement has certain conditions and that is what I am asking. Could he table or bring all those conditions here? view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Energy the following Question by Private Notice. (a) Under what circumstances did the Kenya Power and Lighting Company (KPLC) make a pre-tax profit of Kshs.2.8 billion for a six month-period ending December, 2009, and yet power consumers across the country are complaining of being overcharged? (b) When will KPLC lower its charges to the consumers? view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, it is only yesterday that the Minister for Energy while addressing the same issue said as follows: “The Government does not have control over the KPLC which is a private company.” He advised consumers to continue praying and those who can fast to do so because if this country does not discover oil then the charges for electricity will continue being high. The Minister said that less than 12 hours ago and yet the Assistant Minister has come with a different answer. We are aware of who the owners of the KPLC are. They are 20 entities ... view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, what the KPLC is charging the consumers is criminal. Manufacturing companies which employ thousands of people are relocating to neighbouring countries. Tenants are paying two rents; one to the KPLC Ltd. and another to the landlords. Landlords have become tenants in their own houses. If you are a landlord who pays the KPLC between Kshs30, 000 and Kshs40,000, you are actually a tenant. view
